We have witnessed that Hurriet focussed more on contacts with the Governments of India and Pakistan and failed to address the roles of various peoples identified by the United Nations. It has been a serious error of judgment and an unforgivable dereliction in responsibility. We have two UN Reports of June 2018 and July 2019 and two major expressions of interest by United States of America and China on Kashmir as the best weaponry, ever available to the people of Jammu and Kashmir. The most important of all is the reference to ‘international community’ by China. Government of Pakistan dithered from November 1965 to August 1996 and avoided to raise Kashmir at the UN Security Council for about 32 years. Governments of Azad Kashmir and the Kashmiri leadership, too have remained criminally responsible for a silence on their right to self-determination from November 1965-August1996. We have faced the consequence of this serious dithering and neglect at the UN Security Council. As a start we gave Government of India 32 years to perfect her narrative on Kashmir. Secondly the regularity of the agenda item Kashmir continuing from 1948 to 1996 was disturbed to an annual reminder rule. We have ever since remained exposed to all kinds of atrocities committed by the Indian security forces in the Valley. This aspect of human suffering could not surface during Prime Minister Imran Khan’s Washington visit. Foreign Office should not repeat its old fashioned colonial reflexes on Kashmir. India has already killed a generation and displaced five generations of Muslims. There could be nothing more sinister in the deployment of these 100 companies of CAFs. Prime Minister Modi after all is human Pakistan Foreign Office should not copy from the diary of Mushtaq Ahmad Gurmani who would tie Kashmiri leadership with his apron string and use them as his monotones. He would always be cursed for dividing the Kashmiri people, into favourites and those out of favour. It is 2019 and Pakistan has made advances on all fronts. People of Kashmir have also graduated in their understanding, consciousness and in the consideration of their ‘dignity’. More so they have sacrificed a generation and endure a daily loss of life. Modi Government does not seem to be bothered about the two UN Reports on Kashmir, the interest of United States of America, China, pleadings of the Government of Pakistan and concerns expressed by the international community. It is staffed by many wicked people who have Kashmiris blood on their hands. Delhi is all out to decimate the Kashmiri Muslims and violate their right of living a life of quality and dignity in the Valley. June 2018 UN Report on Kashmir has put the military figure in Kashmir between 500000-700000. It was reported that India had inducted two more complements of 10,000 and 70,000 security forces into Kashmir. The uproar against the massive military presence in the Valley continues to reverberate in the air, that on 25 July 2019 New Delhi has through Order Number III-11018/1/2019-G/P-II ordered the despatch of another 100 Coys (Companies) of CAPFs (The Central Armed Police Forces) to allegedly strengthen the CI grid (Counter Insurgency) and maintain law and order in Jammu and Kashmir. It is a frightening development. Mehbooba Mufti has asked Government of India to ‘rethink and overhaul its policy’ and Shah Faesal the former IAS officer and head of the Jammu and Kashmir People’s Movement (JKPM) has said that ‘something sinister is about to happen’. Both Kashmiris are concerned on the deployment of a fresh military component to strengthen counter-insurgency. We have a challenge ahead. India has already killed a generation and displaced five generations of Muslims. There could be nothing more sinister in the deployment of these 100 companies of CAFs. Prime Minister Modi after all is human. The two Albatrosses released by USA and China and many more would continue to hang around his neck as curses of an Albatross. International Community is out as a ‘jury’ to judge Modi’s deeds in Kashmir and our ability to intervene.
