Under the instructions issued by Home Department Punjab for the collection of hides/skins donations on Eidul Azha, Lahore Commissioner Dr Mujtaba Piracha has released guidelines to all deputy commissioners of Lahore. According to directions, the proscribed organisations Under Section 11-H of Anti Terrorism Act, 1997 are not allowed to carry any public activity. The prescribed/banned organisations are not allowed to collect hides/skins donations. It is also stated in guidelines that charity organisations interested to undertake the collection of skins/hides shall apply to DCs concerned along with registration certificate, last year permission/No Objection Certificate and undertaking in writing that they do not belong to any banned/proscribed. Commissioner Lahore said that charity organisations are bound to submit their applications within the dates announced by DCs concerned. He said that DCs concerned shall decide the application within three days. He said that new charity organisations could also put their applications to DC for permission of collection of hides/skins on Eidul Azha 2018. He said that District Intelligence Committees would also scrutinise the applications. On the other hand, Deputy Commissioner Lahore Captain (r) Anwarul Haq has directed to all interested charity organisations and Non-Governmental Organisations to submit an application in DC’s office until Friday to obtain permission for hide collection on the occasion of Eidul Azha. The NGOs or charity organisations will submit application along with previous year permission copy and details of fund utiliSation collected through the sale of hides. DC Captain (r) Anwarul Haq further said that application submitted by banned organisations or its allied wings could not be entertained. Published in Daily Times, August 8th 2018.
