ISLAMABAD: The Member Administration CDA has failed to implement the policy of “right person for the right job” in letter and spirit. The newly appointed member, Muhammad Yasir Pirzada, initiated a policy of “right person for the right job” and removed officers working on posts besides their original service cadres and ended the attachments and look after charges. In some cases, he has refused to appoint such persons even though they have the strong recommendations of respective members of the CDA board for their appointments. But, he is blamed for ‘cherry picking’ while removing officers from their positions and his critics argued as to how could they believe in the policy as ‘across the board’ when a large number of officers were still working on lucrative posts for which they are not entitled. As for instance, the Director Enforcement Ishrat Taj Warsi and Director Sanitation Sardar Khan are the officers of the civil cadre but were working on the posts of the enforcement cadre and the executive cadre respectively whereas the Director Water Supply Said Badshah and Director MPO Umar Sagheer belong to the electrical and mechanical cadre, but were holding the posts of the civil cadre. Director Cares, Dr. Fiaz Lodhi, is an officer of the medical cadre but was working on the post of the misalliance cadre, Chief Complaint Officer Hassan Rizvi is an officer of the finance-cadre but was holding the post of the executive cadre and Director Bulk Water Management Abdul Sattar Achakzai is an officer of x-cadre but working on the post of executive cadre. Furthermore, in extension of his aforementioned policy, Mr. Pirzada was quite strict about the attachment of field staff with officers in different formations. He had cancelled a series of attachments, but now he himself reversed his policy by approving such attachments again. “The Member Administration is technically taking all administrative powers in his hands as he has directed all the wings and directorates to end the look after charges granted by any Member or Director at their own level but on the other side he himself was appointing officers on look after charges.”, an officer of the authority commented on the condition of anonymity. Mr. Pirzada, an Inland Revenue Service officer of BS-19 is the son of eminent writer and Chairman PTV Ataul Haq Qasmi. He was appointed in the Capital Development Authority (CDA) as Member Administration in December 2016. Soon after assuming his office in the CDA, he had announced to bring betterment and improvement in service delivery and performance of the civic body, but circles concerned believed that he was technically using his slogans to grab maximum powers and create a grip on the system. Though, he is taking multiple steps to end the prevailing inefficiency from the civic body, but he is being accused for embarking on a pick and choose policy while implementing his administrative policies. The Member Administration was contacted, but he was unavailable to respond. However, the spokesperson of CDA, Mazhar Hussain, rejected the perception and said: “The Member Administration is quite clear about his vision and he believes to bring improvement in the system by ending ad hocism.” When questioned specifically about the aforementioned facts, he responded: “There are shortage of staff members so that’s why these people are continuing on the posts other than their original cadres.”
