ISLAMABAD: Chief Justice of Pakistan (CJP) Mian Saqib Nisar addressed a 60 member delegation including eight faculty members of National Management College (Lahore) at the building of Supreme Court on Wednesday. According to press release, CJP gave an overview of the 1973 Constitution of Pakistan. He emphasised the role, function and importance of each limb of the state. Particularly, bureaucracy is an organ that implements state’s law, so it must acquire knowledge of administrative laws to dispense their duties independently, honesty and transparently in accordance with the law and the Constitution is an implementing organ of the state. The CJP said that the bureaucracy must strive to gain knowledge of the guidelines set by superior courts on administrative issues in their case laws to serve the purpose of justice. Furthermore, he briefed the delegation on the judicial system, its role, dispensation of justice and constitutional jurisdiction of Supreme Court to provide relief to the people. He explained that the Supreme Court under constitutional scheme possesses special jurisdiction of the judicial review to examine certain acts of legislative and executive organs of the state on basis of the Constitution. He told the delegation about the fundamental rights articulated in the Constitution and emphasised the need of their enforcement. He cited famous judgments of the Supreme Court on enforcement of fundamental rights. Being senior bureaucracy of the country, he expected them to respect and enforce fundamental rights of the people. He stated that good governance is not possible, without good executive. Later, he answered queries of the participants and shared his experience. As part of their inland study tour, delegation thanked the CJP for estimable moments. The CJP also reciprocated the gesture by presenting a memento on the occasion.
