KARACHI: In defiance of the Supreme Court (SC) orders, Adbul Aziz Memon, an official of the Karachi Development Authority (KDA) is serving as the Lyari Development Authority (LDA) director general after approval from the Sindh Local Government Department. Taking a firm stand of the appointment of Aziz Memon, the Sindh Local Government Department officials said that no official was available for the said post and that they were left with no option but to appoint Aziz Memon the LDA director general. The apex court had has already issued directives to the Sindh government to send such officials back to their parent departments. Moreover, Aziz Memon is also serving the Lyari Expressway Resettlement Projects (LERP) and Shaheed Benazir Bhutto Housing Town (SBBHT) as the director in sheer violation of the court’s orders. Aziz Memon joined the KDA in April 2010 as the executive engineer. Besides, he was supervising 12 posts of the department out of 16 posts along with a fleet of 22 vehicles under his use. These 12 posts have been vacant for more than one year as the Sindh Local Government Department has failed to fill vacant posts. Due to burden of work, performance of all these departments had become underdog and no any new project or any further development has been noticed. Due of lack of vigilance over the working of other officials, progress and delivery from officials has also been dull. “We have already written letters to the Sindh chief secretary, Sindh Local Government minister and the Chief Minister’s Secretariat to fill the vacant posts, but to no avail, said the government sources. In the absence of officials on the vacant posts, development work, fresh appointments, new development schemes and other official matters have witnessed poor progress. The LDA was established in 1993 the by Sindh government to look into the matters of development in Lyari. Around 54,380 residential plots of various categories under ballot system were planned, but no development work on these plots had been carried out as of now. If vacant posts were not filled with suitable officials, the working and delivery system of the LDA would come to a halt.
