Sir: Sadly my Karachi, once a peaceful and tolerant city, has now been classified as one of the most violent cities in the world. Target killings, terrorism, bank robberies and other crimes are regularly and credibly reported. The terrorists are free to kill at will. Indeed, our rulers know the reality, they know the killers and their mentors but they are not sincere in wanting to make Karachi peaceful, as it was in the past. Lawlessness and chaos remain prevalent in Karachi and other parts of my home province, however, the proper response to criminality is not to shoot a suspect in the back of the head, but to investigate, arrest, and try the suspect in accordance with the law. Because of an increase in crime and killings in Karachi and in kidnapping for ransom in other parts of the province without anyone being punished, and with widespread distrust of the criminal justice system, I have concluded that law enforcement agencies and city authorities have limited capacity and resources to handle criminal investigations efficiently, or to punish the criminals. As long as no punishments are given to criminals and killers, peace will not come back to my Karachi or other parts of the province.
