Capital’s civic body excludes name of architect official from deputation list

ISLAMABAD: Despite the stern directives of Supreme Court (SC) to return the deputation officers to their concerned departments, Capital Development Authority (CDA) Law Directorate did not include the name of Architect Deputy Director Malik Ghulam Murtaza in the list of deputation officers who will return to their concerned departments.

A source told Daily Times that Murtaza came to the CDA as assistant director in 1992 and merged in 1995. The CDA published an advertisement in 2008 for director architect and through the advertisement, he was appointed as director architect on grade-19. The source further said that there are three corruption cases which are pending in Federal Investigation Agency (FIA) against him. The source said that he allegedly misused his authorities and allowed to build extra stories in the buildings in each sectors of the federal capital.

The source further said that his relatives have played cunning role to exclude the name of Murtaza from the list. Tariq Masood allegedly threatened the CDA Law Directorate officers Najma Azhar and Khizar Hayat stating that if the law directorate includes the name of his brother-in-law in the list, he will challenge the illegal appointments in the Supreme Court, source added. The source further said that it is the last year of his retirement and according to the terms of CDA, if an employee retire from the department, all the cases against him would be non-functional and the next year Murtaza would retire without any corruption charges.

The source further said that Murtaza is struggling to shift Metropolitan Corporation because he is seeing around the house of deputy mayor. A high official from CDA revealed that if this happens than the deputy director law and director HRD will be held responsible in this regard, source added. The source said that the alleged connivance of law directorate and HRD can create difficulties for the Capital Administration and Development Division (CADD). If the Supreme Court takes the notice, the CDA will be responsible.
