ISLAMABAD: Capital development Authority (CDA) Dhok Kala Khan Inquiry Office has turned into den for gamblers, drug peddlers, drunkards, gambling on pigeon flying, semi naked dancing and merry making activities at the behest of CDA’s enforcement officer.
Sources told Daily Times that five rooms have been illegally constructed in this inquiry office of CDA, which is meant for registering public complaints and these rooms are used for immoral activities including liquor drinking and gambling. CDA Inquiry Office Security Guard Chaudhry Babar and Enforcement Inspector Babar Sohail provide these rooms on rent to others for unethical activities.
How ironical it is that the enforcement inspector whose job is to eliminate encroachments and illegal constructions from the city and implement laws but here the enforcement staff is raising immoral encroachments with encroaching upon ethical norms of the localities. But the CDA high ups are silent over his mysterious looking practices smacking moral turpitude and depravity. He has already granted this inspector interim bail on April 11 in a case of playing role of a facilitator in erection of Kachi Abadis. He has been convicted by the court of law in a case too.
Sources revealed that scores of gamblers assemble on the night between every Saturday and Sunday and indulge in gambling. This inquiry office remains open till late night. Corrupt elements like Raja Munir, Raja Bobbi and Raja Nasir who are not employees of the CDA remain present the whole night long to sponsor and protect these immoral practices.

Well-placed sources disclosed that pigeon gambling continues the whole night and money is staked on this gambling. According to reports, Rs 1 million pigeon gambling was witnessed on last Sunday in this inquiry office. A dance party was also organised and CDA officers and subordinate staff luxuriated in the wild delights of provocative dances and disgrace movements of the dancers. Use of liquor, charas reigned supreme this night of bestial ambitions and immodest faces.
The CDA officers have got removed cages illegally placed in the residences of the people and installed them in their offices for pigeon breeding.
Over 20 officers and junior ranking employees are posted in this inquiry office but they have been given free hand to indulge in activities according to their whims, caprices and free will. No one is there in CDA Headquarters to ask them about their sliding into morally degenerate acts and actions. Neither any action is taken nor any inquiry is held against them. CDA Environment Department has placed heavy machinery in this office.
Member Environment Sana Ullah Aman told Daily Times that this state of affairs was not in his knowledge. The CDA Enforcement Department should take action against it. No encroachments and illegal activities will be tolerated.
He said that doubtlessly heavy machinery is lying in the inquiry office but it makes no difference. Machinery can be kept in any office. The respective departments of CDA should take immediate action against immoral activities as they bring the department into disrepute.
No response was received from CDA Enforcement Inspector Babar Sohail even after Daily Times tried to contact him repeatedly on his mobile phone number.
CDA Member Administration Amir Ali Ahmad told Daily Times that activities like this are not in his knowledge. However, security team will be sent to check them. The pigeon gambling and other gambling activities are also not in his notice. However, stern action will be taken.
It is pertinent to point out that administration has taken action against corrupt officials several times before but on papers only. On the other hand, land mafia is extorting million of rupees per file under the head of mouzas.
CDA spokesman told Daily Times that he could not offer any comment as he had been sent back to his parent department whereas no contact could be made with the CDA Chairman Maroof Afzal despite several attempts by Daily Times.
