SHC seeks record of proclaimed offenders, absconders

KARACHI: While expressing displeasure over Sindh police for failing to round up more than one lac absconders and proclaimed offenders across the province, particularly those in terrorism-related cases, the Sindh High Court has directed the Nadra to present their record available with it to trace out them.

A division bench headed by Justice Sallahudin Ahmed Panhwar wondered, “If such a large number of absconders and proclaimed offenders were roaming freely in the province, how people could be secured.”

It reprimanded the police officials present in the court for failing to nab them and asked to explain as to what efforts they have made to arrest them.

To which, AIG Legal said 3753 proclaimed offenders and 7824 absconders had been arrested, whereas 259 proclaimed offenders and 193 required in terrorism related cases were also rounded up.

He blamed their failure to arrest proclaimed offenders and absconders on lack of cooperation of the Nadra and Pakistan Telecommunication Authority (PTA) in provision of their data.

Meanwhile, another bench gave more time to the Sindh chief secretary and other official respondents to file their comments on a petition seeking devolution of Sindh Solid Waste Management Board (SSWMB) from the Sindh government to the Karachi Metropolitan Corporation (KMC).

The bench adjourned the hearing at the request of the provincial authorities who sought time to file comments on the petition.

City Mayor Waseem Akhtar had petitioned high court, submitting that the board was created under Sindh Solid Waste Management Board Act, 2014 with functions to the needs of general public.

He quoted the Supreme Court’s order in which it had ordered the devolution of the board to local bodies under the rules of business in view of its below par performance.

The petitioner maintained that despite the directives of the apex court steps were not being taken to transfer the SSWMB to the elected local representatives.

He pleaded to the judges to direct the authorities concerned to transfer all the assets falling under the umbrella of the Solid Waste Management Board Act, 2014 to the local government institutions.

The court was further requested to direct the respondents to give complete details of all the funds, which they had received for the purpose of solid waste management, how the same were spent, and to appoint a reputable auditor to find the facts.
