Report highlights poor security arrangements, corruption at Adiala Jail

ISLAMABAD: The security agencies have finalized their preliminary report following the leaking of video confession of Khalid Shamim, prime accused in the Dr Imran Farooq assassination case and declared the poor arrangements in Adiala jail as security risk.

The report said that the hardened criminals, terrorists and those behind kidnapping for ransom incidents who are kept in jail work out planning of heinous crimes inside the jail.

The enormous monthly (bhutta) amounting to over 2.4 million is collected from the hardened criminals and they are provided the facility of mobile phones.

Mobile jammers work effectively on all sides of jail and on the main road while mobile net work functions at their best beyond the threshold of the jail.

According to a preliminary report, the suspect Roohullah had plotted the murder of former Attorney General Sardar Khan in Adiala jail. Interior minister Chaudhry Nisar Ali Khan had ordered an inquiry into the leaking of Khalid Shamim’s video statement. Different agencies have compiled their report on this count.

The report reflected that jail administration receives Rs. 20 million every month from jail inmates for allowing them to use mobile phones, charas, heroin and opium.

The monthly rate for keeping a mobile phone by imprisoned suspects has been fixed at Rs 30,000 per month. Certain influential prisoners pay more than Rs 30,000 every month for using mobiles inside the jail. They don’t use their mobile as a PCO. In certain cases the rate for allowing to make a telephone call within from the jail has been fixed at Rs. 200 per call.

There are eight barracks for prisoners in Adiala jail and every barrack contains eight rooms and in every barrack at least 10 mobile phone are used by the inmates.

It is strange that whenever raid is conducted to prevent use of mobile phones inside the jail, the corrupt elements of the jail administration inform the prisoners holding mobile phones in advance about raids. They hold meeting with the inmates and instruct them to place their mobile phones at a specific place. The raiding party carries outa search operation in the entire barrack under a plan but it ignores the specific place deliberately. Recovery of three to four mobile phones is announced to pacify the high ups besides announcing more stringent measures against mobile phone holders.

One of the barracks has turned into a den for drug peddlers and drug addicts. Nationals from African countries are kept in this barrack mostly and charas and herion are sold out openly therein. A share amounting to Rs. five million out of this heinous business of drug sale goes to the jail administration every month.

Rs. 2,500 are received from visitors for arranging their meeting with prisoners and the jail staff remains engaged in this profit making business the whole day long. Rs. 100 to 500 is received for arranging general meetings with the inmates.

Rs. 500 is received for supplying meal or bed to the prisoners which is brought by the relatives of jail inmates.

If the prisoner wants to shift to a VIP room at the hospital then this facility is available on monthly payment of Rs 30,000. If some luggage is required to be provided to jail inmates during day time then Rs. 200 per bag has been fixed as charges.

Two tablets of charas are available at the rate of Rs. 100 outsidet he jail but inside they are available at the cost of Rs. 500 easily.

The chapatti and pulses supplied to prisoners are of poor quality and a major chunk of the budget provided for serving meals to the jail inmates is pocketed by the jail management.

The best place and beds of high quality are available for influential prisoners in the jail while poor inmates spend their nights in the corridors of the jail.

Around 7000 prisoners are kept in 64 rooms of the eight barracks in this jail. The rate for shifting to a barrack in respectful and an honourable manner is fixed at Rs. 5000 otherwise the prisoner has to suffer humiliation and merciless thrashing at the hands of the jail administration.

The jail life has its own customs , rites and laws. Bringing any change in these customs and rites is not only difficult but also next to impossible for the interior minister.
