ISLAMABAD: The Building Control Section of the CDA issued around 4800 NOCs to accomplish the criteria for transferring the ownership of property on the condition of affidavit.

Property owners submit affidavit to the building control section in which they admit the violations made by them in construction of buildings despite CDA bylaws and assured the BCS that they will demolish the encroachment of the buildings within a specific period of three months otherwise BCS would have the authority to remove it

According to the details, during last five years neither a single owner removed and demolished the violations in construction voluntarily nor did the building control section take any action against them. No survey was conductedafter 3 months of issuing NOC to owners.

Sources revealed that the officials of CDA accommodate their blue eyed persons on different conditions by issuing them no objection certificates without demolishing the illegal constructions.

On the other hand the high-ups of CDA and CADD have accelerated the process of establishing a parallel building control authority to implement building control bylaws across the capital. It is pertinent to mention here that the Human Resource Department (HRD) of CDA demur the proposal of new building control authority.Moreover, when Federal Investigation Agency (FIA) accused an Assistant Director ArshadKhokhar of BCS, flabbergasting FIA found that the officer has the assets worth 1.1 billion and got 9.5 million cash in the account of his wife. Later on the basis of political influence, FIA exonerated him from all allegations leveled against him.

On the basis on anonymity a senior official of BCS apprise that if civic agency and FIA probe into the assets of all the staff, it should reveal all the matter.BCS II issued 247 NOC’s from July 2015 to April 2016 containing 15 in July, 30 in August, 30 in September, 13 in October, 25 in November, 16 in December, 40 in January-February, 29 in March and 51 in April of 2016.

BCS III issued 376 NOC’s from June 2015 to April 2016 containing 33 in June, 30 in July, 32 in August, 32 in September, 32 in October, 24 in November, 23 in December, 56 in January, 45 in February, 36 in March and 32 in April of 2016.Similarly BCS I issued 331 NOC’s in this time period.

Approximately, by getting average 80 NOC’s were issued per month through which more than 4800 NOC’s had been issued during last five years.

Interestingly, BCS which is called the most important directorate of CDA regarding revenuegeneration, the junior deputy director got the current charge of director on the recommendation of former director and a prominent political personality.

Sources revealed that the present director BCS doesn’t meet the criteria of holding degree of Architecture. Although the senior deputy director has the degree of Architecture but due to the sweet will of high ups, he is working under a junior officer.

The present director has the degree of engineering which is not enough for this technical seat due to which the staff of BCS department looms abandon in implementing building bylaws.

Source in building control section told this correspondent, when the concerned director wants to accommodate anyone then he issues NOC on the condition of affidavit and also assures the person that no action will be taken by BCS. When contacted, director for building control section ShafiMarwat accede with the given information adding that these are venial violations. CDA has been approved the new criteria of increased the height of Mumties through which the most of the violations will be legalized.

Member Planning, Waseem Ahmed KhantoldDaily Timesthat this seat is for technical persons like town planner but unfortunately, due to the lack of town planners CDA Chairman gave current charge of Director to Deputy Director.

Answering a question, he said no officer is ready to supervise this department even the deputationist officer also refused to work on the seat. He said that reminders will be issued to the violators for removing encroachments soon. It is worth mentioning here that the member planning is also a deputationist.
