ISLAMABAD: The unholy nexus of unquestioned kings of revenue department including Patwari, Girdawar and Revenue Officer has ‘worked wonders’ by transferring land costing billion of rupees to influential, fraudsters, relatives on the fake death certificates and CNICs of the real owners who are still alive in Mauza Mallot.

According to documents available with Daily Times that a committee comprising Assistant Commissioner Islamabad Syed Ali Asghar and additional deputy commissioner (R) Islamabad Rabia Aurangzeb sought record of Mutations No 3815, 3816, 3924 and 3884.

The scrutiny of four inheritance mutations No 3815 (inheritance of Muhammad Ismail), mutation No 3816 (inheritance of Muhammad Haroon), mutation No 3928 (inheritance of Kh Kamran Waheed) and mutation No 3884 (inheritance of Muhammad Aftab) revealed how the land worth billion of rupees was fraudulently transferred by the influential on their names in connivance with patwari, girdawar and Revenue Officer by greasing their palms.

These mutations were entered by Muhammad Mukhtar, Halqa Patwari, scrutinized by Sajid Ikram Girdawar and sanctioned by Ghulam Murtaza Chandio, concerned Revenue Officer. Sanction was accorded to these mutations fraudulently on the evidence of fake witnesses and fake documents including death certificates.

An inquiry held to probe into the allegations of misconduct, illegality and indiscipline levelled against the officials of Revenue Department including Halqa Patwari, Muhammad Mukhtar, Girdawar Sajid Ikram and Revenue Officer/Naib Tehsildar Ghulam Murtaza Chandio of Mauza Kurri, Islamabad.

Sameena Shaheen said in her statement that her husband Nayyer Haroon Sualehi purchased 20 kanal land in Mauza Mallot in 1996 and they all shifted to US in 1996. She said that her husband died on February 11, 2002 in US who was later buried in DHA Lahore.

She told the inquiry committee that she had informed and asked only Tariq Iqbal Mian to sell this property. He told her that on the basis of forged death certificate and CNIC inheritance mutation (mutation No 3816) was sanctioned by concerned Revenue Officer Islamabad and land was further sold out. She said that she had only two daughters who are legal heirs of this property. She also filed death certificate of her husband issued by city of Hoston US, CNIC and original copies of Form B.

She stated that the property of her husband was transferred by concerned patwari and his other accomplices fraudulently to some stranger and then sold it out. This should be cancelled, she demanded.

Waseem Ahmad Abbasi said in his statement that his father died on July, 10, 2012 and he and his brother, Nadim Abbasi are legal heirs of his father. He took the plea that his signature and thumb impression on the inheritance mutation No 3884 of his father are fake and forged. His brother Nadeem Abbasi is settled in Korea since the last three years while his forged signature and thumb impression are made in these fake transfer papers. Maqsood Ahmad son of Muhammad Ismail said in his statement in respect of mutation No 3815 that his father Muhammad Ismail purchased the land in Mouza Mallot before 1996 and he is the only legal heir of his father.

He also produced certified copy of death certificates of his father and mother saying that there was no other brother or sister of his father.

He said that he met Revenue Officer personally before his father’s property was transferred on forged documents to some other person but the revenue officer extended no cooperation to him.

Jabar Mehmood son of Tariq Mehmood while recording his evidence said that Maqsood Ahmad is the legal heir of Muhammad Ismail and when his property was transferred to one Malik Sajid through forgery he showed original death certificate and NADRA certificate to Patwari Muhammad Mukhtar. But the said patwari instead of taking any action said what land has been transferred is according to law and he can do nothing in this regard.

Attorney Iqbal Tariq of Kamran Waheed said that Kamran Waheed is settled in US presently and when attorney was given to him in respect of land, “I went to patwari and I was informed that Kamran Waheed property has already been transferred to someone else which, is illegal. He demanded that the fake mutation be cancelled. The land of mutation No 3815 was transferred to Malik Sajid Rehman son of Malik Abdul Rehman and Syed Shahzad Raza son of Syed Liaqat Hussain Shah, land of mutation No 3816 to Muhammad Mansoor Khan son of Muhammad Hanif Khan, land of mutation No 3884 to FIA Employees Cooperative Housing Society and land of mutation No 3928 to Muhammad Rashid Abbasi through forgery. The inquiry committee recommended penalties for the culprits but orders have not been implemented so far.
