“If promotions are made on the basis of likes and dislikes, then how can there be good governance?” he asked. “Sindh government has not implemented the orders of the judiciary.” “How can a government servant of Grade I reach Grade 16?” asked Justice Amir Hani Muslim.

The chief justice remarked that in order to compensate one person, the rights of fifteen others were dishonoured.
