Non-qualified candidates appointed to lucrative slots in Lok Virsa

ISLAMABAD: The Executive Director Lok Virsa has appointed her friends (Or people chosen as a result of political links) to the important posts of gazetted officers, though they are under qualified for the slots. Most of these persons have only passed the 10th class.

Sources told the Daily Times, that there were two officials at the Lok Virsa who were matriculates and holding a diploma of mechanic. One of them is Deputy Director Admin and Accounts enjoying the post of BPS-19 while other officer Yousaf Haroon, who was appointed to the post of electrical engineer had now secured a post of BPS-19.

“Deputy Director Sajid Mahmood was appointed as a camera man while his qualification is reported to be F.A and he is also the holder of a diploma in auto mechanics”, the sources added.

According to the official record, he had been terminated and reinstated many times”, the sources added and maintained that Anwarul Haq was a well-known scandalised personality and many applications against him had been lodged in the concerned ministry but he was enjoying the post of Museum In Charge because he had the support of the Executive Director.

Sources further said that Admin Officer Qazi Ashfaq was appointed as a Lower Division Clerk (LDC) at the Lok Virsa and now he was enjoying a gazetted slot.

According to a document, the Ministry of Information and Broadcasting in its letter no. F-1 (2)2015-C&C Dated 17 Dec, 2015 has clearly mentioned that immediate measures should be taken against the officials getting unjust benefits from their posts.

It also mentions that their educational degrees and certificates be verified but the authorities concerned have not responded to the letter.

Sources added that the Executive Director (ED) Lok Virsa had formed a group of employees who could provide legal protection to her initiatives.

According to information, the salaries of employees which were increased in the last budget had not been paid to the employees so far and even the AGPR had not raised any objection in this regard.

It is a matter of concern that no voice has been raised against the illegal measures of the ED adding that she cannot stop the payment increased officially.

The Daily Times, on contacting a constitutional expert and Advocate Supreme Court of Pakistan Azhar Siddique , was told that when the finance bill was approved, any authority could not stop the payment increased officially adding that when the finance bill was approved, it became an act and it would be a violation of the act to stop the payment.

Sources at the Lok Virsa said in this regard that the ED had deputed a lady officer named Nagina Sadaf and ordered her to arrange an official visit of the employees of the Lok Visa to the northern areas of the country including Naran, Kaghan and Swat to clear their mind that the ED would never stop the payment of their increased salaries and every employee would be given his due right. “The ED has also directed the lady officer of the Lok Virsa to form an association which could protect the organization at every forum”, the sources added.

According to constitutional expert Azhar Siddique, head of any state institution cannot perform such an act and if he/she formed any association of a group inside the institution then the allegation of dividing the national institution would be leveled against him/her. To know the stance of news, the Daily Times contacted Yousaf Haroon and Anwar-ul-Haq on their cellular phones but both the officials did not attend the call.
