NAB Rawalpindi distributes Rs 465.021m among 166 fraud victims

ISLAMABAD: NAB Rawalpindi Bureau distributed a sum of Rs 465.021 million among 166 affected people of Baba Fareed Housing Society, Parliamentarian Enclave Housing Scheme, Islamabad, Capital Builders Pvt Ltd , RPP case Summundri Road, Faisalabad (Ref No. 12/2015), and Investigation against Imran Mohsin, Zafar Iqbal & officers/ Officials of NFC M/O Industries and others, Inquiry against Numan Aslam, Ex Branch Manager UET Taxila, Inquiry against Chief Executive Al Hamra Pvt Ltd, M/s Eden Builders Pvt Ltd &others at a ceremony held at NAB Rawalpindi.

Deputy Chairman NAB Imtiaz Tajwar was the chief guest on this occasion. He handed over cheques to the affected people and concerned government departments.

Addressing the ceremony, Deputy Chairman NAB appreciated the efforts of NAB Rawalpindi under the supervision of DG NAB Rawalpindi for recovery of the embezzled amounts of Housing Societies.

He said NAB was making all out efforts to recover the looted money from corrupt persons. He urged the people to invest only in the approved government schemes through the banking system.

Talking at the event, Director General NAB Rawalpindi Zahir Shah asked the people to be vigilant and check the credentials of such investment companies and housing societies before handing them over their hard earned money.

He said that NAB officers/officials under the leadership of Chairman NAB Qamar Zaman Chaudary were committed to perform their national duty with absolute objectivity, thorough professionalism, and unimpeachable integrity and without any leanings for or against anybody.

The cases in which looted money has been returned to their rightful owners (general public, government departments and national treasury) are as under:

In case of M/s Capital Builders, accused Ch. Tassaduq Pervez Chief Executive of M/s Capital Builders Pvt Ltd along-with others launched a housing scheme, namely “New Islamabad Garden” in Sector C-17 Islamabad.

The management of M/s Capital Builders Pvt Ltd booked more than 3000 plots in 2005 in the said housing scheme without a NOC from the CDA whereas the company owned only 305 kanals at the time of booking of plots. NAB investigated the matter on complaints received from the general public.

The accused Ch. Tassaduq Pervez voluntarily came forward and submitted an application for Plea Bargain (PB) which was accepted by DG NAB (R) and subsequently approved by the Accountability Court Islamabad.

The accused Ch. Tassaduq Pervez paid Rs. 208.67 million as per PB agreement against the claims of about 1145 affected persons filed with NAB. NAB has already returned Rs. 162.25 million to the affected persons of this scheme in three phases. In the fourth phase Rs 22.89 million were paid to 105 affected persons of the scam.

In case of Al-Hamra (Pvt) Ltd and Management of Eden Builders PVT Ltd, NAB Rawalpindi has successfully pursued the management to realise the recovery of Rs.1832.168 million from the present management of Al-Hamra (Pvt) Ltd, Al Hamra Avenue Pvt Ltd through its Chief Executive & others.

In this case, the previous management of the said companies deceived the Shaheen Foundation and its members by inducing them to book the plots in their projects and received Rs. 1258 million (approx).

The subject accused have failed to hand over the plots.Rather the land was sold to other parties and deprived the members of Shaheen Foundation from their hard earned money.

During the inquiry proceeding the present sponsors showed their willingness in writing to return Rs. 573 million as a profit in addition to the principal amount.

In the first phase, Rs. 366 million have already been returned to the affected of M/s Shaheen Foundation. In the second phase Rs. 50 million have been returned to the affected ones of M/s Shaheen Foundation.

In the case of Numan Aslam, Ex Branch Manager UET Taxila, a loss of Rs14.75 million was caused through misuse of authority and criminal breach of trust. NAB has arrested the accused Numan Aslam on 04-08-2015.

He paid his complete liability through Voluntary Return(VR). The recovered amount was paid to the Official of HBL on Monday.

The Baba Fareed Housing Society case involved Rs15.407 million which has been recovered through voluntary return and paid to 49 affected persons of the said housing society during a ceremony held on Monday.

In case of M/S Techno-E-Power (Pvt) Ltd, Summundri Road, Faisalabad a loss of Rs. 2.054 billion was caused of which an amount of Rs. 1.780 billion has been recovered so far. Rs. 340.8 million have been paid to the NPGCL whereas Rs. 1.469 billion have already been paid to NPGCL.

In case of the Parliamentarian’ Enclave Housing Scheme, Islamabad, NAB recovered Rs. 3.92 million and paid the same to 9 affected persons of the said housing society on Monday.

In case of NFML, NAB recovered Rs 104.582 million and in the third phase Rs 17.25 million were paid to NFML on Monday. The employees and contractors of NFML embezzled imported urea fertilizer from the company’s godowns located in Sindh, Punjab and Balochistan.
