ISLAMABAD: Under the blind eyes of the officials of the civic agency, the unauthorized construction of high rise buildings in sector H-13 and E-11 is on rise and no notice is being taken by the concerned officials.

CDA has utterly failed to implement building by-laws across the capital city under the CDA Ordinance 1960. The influential builders and constructors are paying bribes to the corrupt officials of the civic agency for the construction of multi-story buildings. Some skyscrapers have completed without getting approval of site plan, no-objection certificate (NoC) and even completion certificate from CDA, but the dishonest officials have closed their eyes on this state of affairs.

As per master plan of the capital, CDA would have to acquire the land of entire sector for the development purposes.

A CDA official on the request of anonymity said that many CDA officers have close ties with private developers, and are supporting the unlawful construction in sector H-13. Civic agency neither acquiring these sectors nor barring private developers from unauthorized construction”, he added.

Sources claimed that there are some black sheep in the civic body that are deliberately allowing private developers enough time to complete illegal construction in these sectors.

The CDA could do nothing when the sector would be fully build by private developers illegally .because at the time of acquiring of land, CDA would not only pay the price of the plot but also cost of the building to the owner.

When contacted, Director Building Control Section, Shafi Marwat, he acceded with the incumbent situation of illegally constructed buildings in sector H-11 and E-11 adding that they are not decision makers, in order to make a writ of civic agency in those sectors the government would have to strengthen its writ.
