Parliament’s top bureaucracy in ‘hot waters’

ISLAMABAD: The top bureaucracy of the parliament including Secretary Senate, Amjad Pervez Malik and the acting Secretary National Assembly Secretariat Qamar Sohail Lodhi are in hot waters after the Supreme Court’s order of the repatriation of all those officers who came here on deportation and made themselves permanent in these two secretariats,sources told Daily Times.

Senate and the National Assembly are two important houses for legislation and their bureaucracy has the main role to run the administrative affairs of both the houses’ secretariats but sources disclosed that a large number of officers and staff came from other government departments on deportation to use their influence and after that they merged themselves in the Senate or NA Secretariat.

Sources said that although both secretariats’ status was special as both the houses were constitutional bodies and the Chairman Senate Raza Rabbani and the Speaker National Assembly Sardar Ayaz Sadiq would make the final decision on the repatriation of these officers. But on the Supreme Court’s order, the Establishment Division had sent the circular to all constitutional bodies as well for the repatriation of merged officers

Sources disclosed that the upper house bureaucracy was very upset at this situation and they were just mum on this. Even the admin department of the Senate totally refused to receive any such circular from the Establishment Division, the reason to hide the circular was on the instructions of the Joint Secretary Admin Major (r) Husnain because he is also on deportation.

Almost 40 per cent officers in Senate Secretariat would have to go back to their parent departments if SC order is implemented in letter and spirit, a Senate official said. Sources said that even the Secretary Senate Amjad Pervez Malik would be the main affected person, while the Joint Secretary Hafeezullah Dheikh, Director Protocol Tariq bin Waheed, Assistant Director Protocol, Farooq, Deputy Secretary Rehman and Arshad Iqbal, Section Officer Mudasar Gondal, Additional Secretary Doctor Pervez Abbasi and DDO Chaudhry Salamat are also in hot waters.

Chairman senate Mian Raza Rabbani is yet to be briefed on this situation as powerful bureaucracy of senate did not clear the whole picture before him, sources told.

Surprisingly the acting director media of senate secretariat Ayesha Noor Awan was totally unware of any court order or the establishment division circular. On the other hand spokesman of National Assembly Mohsin Iqbal said that after establishment division letter, notices were served to the concerned officers and their reply have been received in the speaker office who will take the decision.
