ISLAMABAD: Director General National Accountability Bureau (NAB) Rawalpindi/Islamabad was transferred on Thursday for allegedly showing poor performance to take action against 108 illegal housing societies of twin cities of Islamabad and Rawalpindi as well as against CDA officials who failed to take action against illegal housing societies.
The billions of rupees invested in these housing schemes are now at the mercy of NAB but DG NAB was mum on the question of action against illegal housing societies. Moreover, there were about 25 cases of CDA pending including shuttle bus service, Safa Gold Mall and G-9 Cinema Plot etc.
NAB Rawalpindi is very important Regional Bureau of NAB which was dealing very important and mega corruption cases and Zahir Shah was appointed as DG NAB Rawalpindi with the task to further improve the performance of NAB Rawalpindi but contrary to his task he failed to come up to the expectations of Chairman NAB and the people at large as various mega corruption cases like RPPs, OGRA, privatization of MCB and Nundipur project were pending since long without any logical reason.
NAB Rawalpindi was handling Modarba Corruption cases in which 43 thousand people who were looted by corrupts in the poly of Islamic investment but a very meagre amount was recovered from the corrupts who were arrested by NAB but could not manage to recover looted money from corrupts.
Chairman NAB Qamar Zaman Chaudhry received various complaints against NAB investigation officers including Qasim Khan, Assistant Director, Adnan Butt, Assistant Director and Ghazi Abdur Rehman, Additional Director.
Chairman NAB adopted very strict policy against corrupt NAB officers and introduced Internal Accountability within NAB to weed out such officers who bring bad name for the organization. According to the sources, Chairman NAB has sought report from DG NAB Rawalpindi as inquiry was in process for the last 9 months against the rules and SOP as Chairman NAB has approved 4 months for completion of any inquiry and if needed one month extension from the competent authority is necessary.
It is important to note here that Zahir Shah was in Education Department and was associated with teaching duties. He was inducted in NAB in violations of alleged laws and requirement. Moreover, he was not having any filed experience in conduct of inquiries and 8investigations.
Prior to posting as DG NAB Rawalpindi, he was DG operations in NAB Headquarters. Keeping in view of his poor performance, he was posted back as DG operation from DG NAB Rawalpindi as he was making his personal PR with influential peoples instead of taking action against corrupts.
Chairman NAB received a complaint regarding non-professional inquiry against Commerce Housing Society Islamabad which in spite of provision of sufficient proofs and illegal allotment of 900 plots by the management of Commerce Housing Society. The Compliant Muhammad Ali has provided all the material about the fraudulent activities of the society.
As far as his administration is concerned, one person came in his office and recorded his conversation in which he was guiding the person how to proceed against NAB. Subsequently the said recording was made public, Secondly, one lady with one Joint Secretary of Ministry of Interior entered in NAB Rawalpindi premises and misbehaved with staff at entry gate and officers. NAB sent a letter to Ministry of Interior for his illegal act. Due to which Ministry of Interior repatriated the concerned JS to Establishment Division.
Likewise the affectees had also complaint that legal formalities were not fulfilled in investigation process against the Foundation Cooperative Housing Society while the complainants were also protesting against poor investigation in Modarba scandal case.
The sources said that DG NAB and his team were spending months on minor investigation cases that was giving bad impressing of the investigation department.
Taking notice of the above complaints, Chairman NAB on Thursday transferred DG NAB Rawalpindi and posted him as DG Operations.
