ISLAMABAD: Finance Minister Ishaq Dar has approved the launch of the Mobile Money Order Scheme through the public-private partnership on a revenue-sharing basis.
According to the documents obtained by Daily Times, Prime Minister Nawaz Sharif chaired a meeting on December 29 to review the reform agenda of the Pakistan Post and directed the Finance Ministry to deliberate over it. He advised the Finance Ministry to take 10 measures to implement the scheme effectively.
He recommended the following measures: prepare accounting procedure and open head of accounts for the scheme in consultation with the CGA and AGP, obtain budget wing’s approval for the accounting procedure after getting endorsement from the CGA and AGP, obtain concurrence from the AGP on audit-related matters, get the revenue-sharing formula with private partners approved from the competent authority before finalisation, get the terms of reference/agreement on the scheme between the PPOD and the private partner approved from the competent authority, ensure no government funding is involved in the launch and execution of the scheme, ensure compliance with the PPRA rules in letter and spirit, ensure safe guard on provision of outlets, physical and human resources and cash management by the PPOD, amend the existing rules and regulate the procedure of the PPOD, get it approved from the competent authority if needed and maintain the highest standard of transparency and integrity in the scheme.
