ISLAMABAD: Two scouts of the PIA were arrested in Japan and one of them was sent to jail for allegedly raping a British national scout girl during their participation in the International Jamboori camp as part of the Pakistan Boy Scouts Association (PBSA) delegation.
Well placed sources told Daily Times that two scouts from the PIA who were included in the PBSA delegation to participate in the recently held International Jamboori camp at Japan were allegedly found involved in raping a 16-year old UK national scout girl. The administration of Scout Jamboori informed the government of Japan about the incident in writing.
Japanese authorities registered a girl rape case against the two Pakistani scouts Ramesh Khan and Mansoor Elahi and Japanese police arrested one of them immediately after registration of the case while the second accused succeeded in fleeing the scene. He absconded himself in Japan.
Sources further told Daily Times that the one who was arrested was still serving jail terms in Japan. On the other hand the PIA scouts administration has succeeded in bringing the second accused to Pakistan. The matter has been reportedly hushed up for the time being.
In another incident of sexual assault two senior scouts and officials of the Punjab Boy Scouts were found involved in allegedly raping a Korean girl a few years back in the International Jamboori held in Korea. Upon it the Korean government removed the Pakistani flag from the Jamboori and sent back all the members of the Pakistani delegation.
Moreover the Japan government banned the entry of these senior office bearers of the PBSA into Japan and informed the Pakistan government about these immoral practices and the country had to suffer humiliation at the international level.
But no action was taken by the Government of Pakistan against the scouts found involved in these incidents of rape in Korea and Japan. The then chief commissioner, Abdul Karim Baloch, shelved the matter rather than taking action against the culprits.
Sources told Daily Times on this count that the sitting national secretary of PBSA, Zahid Mehboob, while reportedly conniving with the accused persons shelved the letters sent by the governments of Korea and Japan.
Talking to Daily Times Zahid Mehboob said that the then chief commissioner conducted an inquiry with reference to these two men. As the incident had taken place outside the country, therefore, nothing could come to light.
