CDA gears up to deal with illegal construction

ISLAMABAD: The Enforcement Directorate of CDA has made in house rotation of its employees to curtail the encroachment and illegal construction in Federal Capital; while the directorate once again asked Building Control Section (BCS) to provide on ground support while doing operation against the violations of building bylaws.

On last working day before Eid holidays, the Enforcement Directorate of the civic body rotate most of its employees within the directorate to cut off prevailing nexus between CDA employees and encroachers, while the directorate is also preparing for a massive anti encroachment drive in city.

As per the notification issued by newly appointed Deputy Director Admin Ammad ud Din Muhammad, a total of 28 officials were rotated within the directorate including Deputy Directors, Assistant Directors, Inspectors and Sub Inspectors.

The notification assigned the officials with new jobs and tasks by earmarking new areas, whereas, it was also directed to submit daily progress reports in the office as these reports would be closely monitored for their conduct and discipline.

The new orders will come into force after Eid holidays and teams shall have to assume new duties; the notification directed.

It was also informed in the notification that all building violations assignments would be carried out in consultation and supervision of BCS. The enforcement directorate will be support functionary solely and any delay in data gathering, records, provision and other details shall be borne as responsibility by BCS directorate.

Sources inside the directorate told this scribe on the condition of anonymity that the decision to rotate the enforcement directorate’s staff has been taken due to appointment of specific officer in same areas from a long time. He further informed the field inspectors working in same area from years are involved in creating nexus with land grabbers and encroachers as they are doing their illegal activities without any hurdle in convenience with these black-sheep.

An inspector working in the directorate has advised, “Such rotation should be made on regular bases as it will avoid hegemony of an individual in a specific area.”

Enforcement Directorate is responsible for removal of encroachments, illegal constructions and clearance of area for the developmental work, throughout the city.

The directorate was a bone of contention between Metropolitan Corporation Islamabad (MCI) and the CDA as members of MCI were complaining that the staffers of enforcement directorate are not giving them due response to the elected representatives.

The elected representatives have been continuously criticising the enforcement directorate for its unjust and discriminatory behaviour while doing ground operations since assuming their offices.

It was also reported that the deputy mayors and chairmen of union councils had approached the office of Member Planning CDA and Director Enforcement many times and exchanged harsh words, but the situation became worst when it converted into manhandling as one of the Chairman elected from Bari Imam Union Council Syed Adil Shah approached the CDA directorate of enforcement and misbehaved with the staff. A deputy director was also suspended in result of this whole episode.

Now, when mayor has become the CDA Chairman, the said directorate is forced to obey all orders of the concerned chairmen union councils as it was resolved by Mayor Shaikh Ansar Aziz publicly that no action would be taken place in any area without taking elected representative in loop.
