SC informed about new rules for hiring in public hospitals

ISLAMABAD: The Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) has informed the top court that the varsity’s syndicate shall fill the slot of “Administrator” at the Pakistan Institute of Medical Sciences (PIMS) Hospital from the public or private sector to ensure the smooth functioning of the hospital.

The matters of poor administrations, vacant posts and lack of equipment in the hospitals of the federal capital came to the surface through different applications of impleadment after the Chief Justice, Anwar Zaheer Jamali, took suo moto notice over the alleged corruption and misappropriations in the supply of medicines, nitrogen and oxygen gases at Polyclinic Hospital.

The top court in its earlier hearing had directed the framing of rules for recruitment in public sector hospitals and sought a report. Now, in pursuance with the top court’s order, Additional Attorney General, Chaudhry Amir Rehman, submitted a report according to which the BoG of the varsity shall consider those having a post graduate qualification in Hospital Management or having MBA with majors in Human Resources with a minimum experience of 20-years for appointment as the administrator (Executive Director).

The report further explained the powers of the BoG as the short and long term development plans of the PIMS, drawn by a Board constituted committee led by the Vice Chancellor of the university who would be bound to seek the approval of the Board. It added that the Board would be fully empowered to get the development project of the PIMS executed through the administrator in a transparent manner.

The report further stated that the procedure for the appointments of administrative posts in hospitals has been compiled on the recommendations of the Federal Ombudsman’s Committee. The report stated that the administrator, after his/her appointment shall act as the coordinator between the clinicians, professors and the Board to collaborate with the Vice Chancellor so as to ensure compliance with the academic requirements of the PIMS.

The report further stated that the administrator would also look after surgical set-ups, budgetary proposals, future policies, quality assurance standards and making appointments and promotions of staff from BS-1 to BS-16, with the approval of the BoG committees.

It further stated that the administrator would be responsible for evaluating the performance of all ranks of the administrative cadre and procurement of qualitative equipment for the hospital. The report also stated that CFO having degrees of MBA or CA will be appointed by the BoG.
