Probe into corruption in money collected out of challans ordered

RAWALPINDI: District and Sessions Judge Rawalpindi, Khan Bahadur Khan, has taken serious notice of embezzlement and corruption in the amount collected on account of challans and ordered a probe against the entire staff of the challan branch.

The court also directed to deposit the amount with the magistrate and ordered to put the money of the challans either in the State Bank of Pakistan or the National Bank of Pakistan, Kucthery Branch.

The D&SJ also constitute 12 circles for the hearing of the challans and gave authority to 12 civil judges.

The sources said that the challans of only Rs 30,000 are lying pending for the last six month in different courts.

Earlier the court of Special Traffic Magistrate had taken cash payments from the people on account of fines imposed on the traffic violation, whereas the staff deployed at the Challan Branch also used to take bribes from the public.

The newly formed circles including Meharabad Circle will work under Civil Judge Qasim Rasool, the Murree Road Circle will be under Civil Judge Muhamad Imran Ameer, Dhoke Sayyedan circle’s in charge will be Civil Judge Ayaz Rafiq, Sadiqabad Circle will function under Civil Judge Naveed Iqbal , Civil Lines will come under the jurisdiction of Civil Judge Jahanzeb Aman, the Airport circle will be supervised by Civil Judge Wasim Sajjad Araain, the Cantt Circle will be looked after by Civil Judge Gulfam Latif Butt and the Adiyala Circle will come under Civil Judge Mumtaz Mughal,

Similarly, Civil Judge Raja Abdul Wahid will be the in charge of the Pir Wadahi Circle and the City Circle will come under the control of Civil Judge Faisal Islam.

Under the new system the challans will be sent to the concerned civil judge and the fine fee would be deposited in the SBP or the NBP Kucthery Branch and on submitting the bank receipt, the people will get their documents.

The sources said that after the appointment of SSP Sardar Ghayas Gull to the slot of Chief Traffic Officer Rawalpindi, the number of challans had been increased as the new CTO gave the target of 10,000 challans to each traffic warden. Motorcyclists are becoming the soft target of the traffic wardens as 80 percent challans are carried out in respect of them.

After the orders of the District and Sessiond Judge, the inquiry against the staff of the Challan Branch is going on at a good pace and in this connection Civil Judge Gulfam Latif Butt has started reviewing the record.
