DEO violates policy of transfers, postings of KP government

PESHAWAR: Violating the policy of transfers and posting of Khyber Pakhtunkhwa (KP) Government, District Education Officer (DEO), Peshawar, has transferred senior most teachers on the basis of favoritism, Daily Times learnt on Saturday.

According to a notification of DEO for female issued on September 9, 2016 around 75 female Primary Schools Teachers (PSTs) were transferred in the district Peshawar against the provincial government transfer policy. As per the provincial education policy, transfer can be done only in two months of the year, August and January so that the classes schedule were not disturb. The senior most teachers cannot be transferred if the junior’s staff were available for posting to other areas.

However, under the political pressure the office of the District Education Officer (DEO) female violated the rules and issued transfer notification of the most senior staff at the odd months of the sessions.

Notification issued by DEO female Ulfat Begum in the month of the September, available with Daily Times, stated, “Necessary entry to this effect should be made in their service book and charge report should be submitted to all concern authorities of the education department”.

A well placed source told this scribe, that the content of the notification was the clear violation of the law which did not allow such vast number of teaching staff transferring when schools lessons were in progress.

Pleading anonymity a female primary school teacher said that all seniors teaching staff who oppose the new experiment of the current government were victimized on the pretext of transfer to far plunge schools of the provincial capital.

She said senior teachers transferred were made effect and junior were benefited. The issue of the unlawful transferred was also raised by Pakistan Tehreek-e-Insaf (PTI) provincial assembly lawmaker, Arif Yousif with EDO of Peshawar.

However, EDO Ulfat Begum did not take any action and completed the process of transferring unlawfully during the sessions time and kept disturb the schedule of the classes learning of more than 40 primary schools.

Another PST senior most teacher said that “after serving more than twenty years at other district of the province the DEO female of Peshawar consider her as most junior and have issued her transfer letter to a far plunge area of provincial capital”. She said senior PST teaching staff was humiliated against the junior on the behest of political pressure. The education staff at EDO female office peshawar declined to comments citing that they were not authorized to talk.

Similarly, EDO female Peshawar Ulfat Begum did not respons to several phone calls made by this scribe.
