KWSB to review promotion of officials

KARACHI: Karachi Water and Sewerage Board has decided that the Authority would review the up-gradation and promotion matters of officials during the term of former nazim Karachi, Mustafa Kamal.

There have been many cases of false up-gradation of officials in the entity without taking service laws under consideration.

Hashim Raza Zaidi, Managing Director KWSB has maintained that entity would purge different departments of the civic body from the malpractices and out of promotion practice.

The officials of KWSB were of the view that entity would take action against such promotions in order to keep the promotion and up-gradation record straight.

The Board meeting has also rejected such up-gradation on violation of prescribed service rules and regulations.

Around 114 such officers in the KWSB have been serving undue up-gradation and promotion in Basic Pay Scale cadre 18 and 19.

Its was found that certain documents were required to examine the case, however the same were not included in the file attached with the committee’s notification.

Original note sheet containing the approval of former City Nazim for the re-designation and up gradation of the posts, however, photocopy was provided, but that is limited to the approval of the finance department officers.

It must be noted that up-gradation of post does not conform the up-gradation of officer working on the particular post.

Without prescribing the pre-requisite qualifications of the higher posts, KWSB carries a capacity anomaly almost in every department except engineering.

Among the officials working out of the promotion and up-gradation most of them have been posted on BPS 18. These officials are of BPS 16 cadre and by no mean suitable for upper grades stand.

Imran Iqbal Zaidi, Director Account Finance, Muhammad Saqib, Director Finance, Shoaib Tughlaq Khan, Director Land Estate are also facing National Accountability Bureau (NAB) cases of abusing official powers and financial corruption . They have also obtained stay orders from Sindh High Court in out of turn promotion cases.
