RAWALPINDI: Waris Khan Police, on the special directive of the City Police Officer (CPO) Rawalpindi, Israr Ahmed Khan Abbasi, on Monday launched a special search operation in Gulberg and its adjoining areas.

According to a Rawalpindi Police spokesman, heavy police contingents, Elite Force and Ladies police under the supervision of Superintendent of Police Rawal Division searched 167 houses and interrogated over 487 persons in the area. Nine renting rules violators were arrested.

SSP for registering case against policemen: Senior Superintendent of Police (Operations), Sajid Kiani, has directed to register case against two police officials for allegedly minting money from a woman and keeping his nephew in habeas corpus, a police spokesman said.

He said that Nasir Shehzad was coming to Islamabad from Bara Kahu with his family on November 13, when he was stopped by two police officials at Kashmir Chowk.

They searched the vehicle and kept the cousin of Nasir Shehzad in habeas corpus besides snatching 100 US dollars from his aunt.

Following this episode, Nasir Shehzad approached the Secretariat police station and a case was registered against constables Mudassir and Wadood.

The SSP Islamabad, Sajid Kiani, has said that strict action will be taken against black sheep bringing a bad name to the department. He said that no one was above the law and the policy of merit would be followed during the handling of cases. He said that a strict accountability system would be maintained in the departments and any police official involved in dereliction of duties would have to face disciplinary action.

He also directed the police officials to ensure early investigation of cases following the policy of merit and transparent investigation.

NPB launches law compendium for guidance of law enforcers: The National Police Bureau (NPB) in collaboration with the Research Society of International Law and the International Committee for the Red Cross alluringly has launched a publication entitled “Frequently Applied Police, Laws & Criminal Procedures: An Abridged Compendium”.

The launching ceremony was attended by former IGP, Afzal Shigri and Iqbal Mehmood, Director General, National Police Bureau, along with Ahmar Bilal Soofi, Majid Bashir, Partner, ABS & Co and Reto Stocker.

It may be noted that the compendium judiciously compiled, has 327 pages, and contains nine chapters and eight annexes which include relevant police statistics, legal abbreviations, police procedures and all laws relevant to the police and other law enforcement agencies in Pakistan.

It entails pertinent anti-terrorism laws, special laws, the Constitution of Pakistan and the Rules of Business, plus FIR, investigation and trial procedures.

It concludes with specially prepared sections on the use of force by law enforcing agencies, preventive detention and human rights obligations.

The objective of the compendium was to collate frequently applied sections of laws and rules in one bind for convenient and manageable applications. This compilation is expected to be dispatched to 1836 police stations, 115 district SSPs, DIGs, prosecution services, prisons and concomitant departments and stakeholders.

Ahmer Bilal Soofi, Advocate, Supreme Court, President of the RSIL, in a moving speech, stated that Pakistan was currently in a state of war under Section 121 of the Pakistan Penal Code, 1860.

He stated that the RSIL was dedicated to improving the state’s capacity for the betterment of Pakistan as a whole. He spoke at length on how best to honour law enforcement personnel and their families dedicating the manual in respect, to the martyrs (Shuhada), the injured and their families and their ultimate sacrifices.

IG (R) Afzal Ali Shigri, complimented the NPB & the RSIL efforts to make a comprehensive document to be used by the police, and narrated cops diligence in combatting crime. IG Iqbal Mehmood, Director General, National Police Bureau credited the Ministry of Interior for all their support, and ensured that this Manual would be used by all police stations in Pakistan.

The team from the RSIL were praised for their work by all of the distinguished guests.
