Disabled Forum to file petition in PHC against proposed Rapid Bus Service

PESHAWAR: The Disable Persons Forum Khyber Pakhtunkhwa will file writ petition in Peshawar High Court against the proposed Rapid Bus Service of Peshawar on the pretext that government had completely undermined the mobility and accessibility of the disable persons to provide slop door facility for disable persons along with wheel chair.

“Enough is enough and now we will not allow government to ignore the rights of the disable persons and they will continue their struggle to ensure rights of the disabled person in Khyber Pakhuntkhwa”, said office bearers of the forum.

“Even we could not move to social welfare department relevant offices to receive our disable certificate and despite visible disability for a single symbol in National Identity Card we are running behind various officers to get signature for our disability”, they said.

They added that there is no single office in social welfare department which have lifts or wheel chair up-stairs facility for disable persons and it is very hectic task for disable persons to get access to government department for his disability certificate which require a lot of formalities.

They added that despite visible disability the NADRA officials have no facility to examine the disable on the spot to ease his process of getting a disable national identity card but instead they are directing the disable to take a form from social welfare department and after filling the Performa, go for medical check up to police hospital.

They further said that after medical examination, the poor disable persons then go to DCO office for duly signing his application and after all they are coming to Gul Bahar vocational center for another entry and later they visit to government school for Blind persons on GT road where after few days they are getting their disable certificate.

They informed that after receiving the disable certificate they are eligible to get national identity having disability mark. He added that most of the disable persons prefer to make their identity cards without disability mark in ordinary style as they it is hard for them to fulfill this hectic formality and repeated visits without any accessible facility to the office for disable persons who could not walk on foot to reach the second and third floor of any office.

Javed Advocate who is the lawyer for disabled petitioners told this scribe that it obligatory upon government to provide accessible rout and ascending facility to all disable persons who could not walk on foot and depending on wheel chairs. He said that It is their constitutional right to get accessibility to every office with due facilitation from the government side but unfortunately despite 20 percent disable population in the country government has completely ignored the rights of the disable persons.

He said that article (4) article (9), article 25), article 38(b) article 38(d) clearly enshrine their rights of disable persons while the UN convention has also clearly mentioned the rights of a disable population and their basic facilities.

He said that the court may stay the rapid bus service in which there is no facility for disable persons to take the bus with open ascending slope door facility.

He said it was great honor for Prof Nawaz Tahir that being alive university celebrating his services. Assistant professor, Zafar Ullah Bashkhali said on the occasion that literary people of the region must be respected.
