KARACHI: It seems that the close-aides of former city mayor Mustafa Kamal, who is heading a separate political party Pak Sarzameen Party, are still enjoying perks and privileges even in the tenure of new city mayor Waseem Akhtar, Daily Times has learnt reliably.

According to sources, are a number of officials, close to former city mayor, have received out-of-turn promotions even in the tenure of present city mayor which are in violations of the Supreme Court of Pakistan verdict.

In this regard, the Karachi Metropolitan Corporation (KMC) has created two posts of Chief Engineer (Civil) BS-20 to accommodate the blue-eyed engineers of PSP leader Mustafa tenure. The fact is that the Engineering Department of the KMC did not have any post of Superintending Engineer so far.

The sources said that Shabi Ul Hassan got out-of-turn-promotion from lower grades to BS-17 in the tenure of former mayor and was promoted to BS-18 and made XEN Civil later. After a gap of one-year, Shabi Ul Hassan got another promotion in BS-19 and was posted as Superintending Engineer (Civil) in KMC Engineering Department.

Syed Mohammad Shakaib, another facilitated Assistant Engineer of SCUG Services, who got his services absorbed in KMC. The officer got two out-of-turn-promotions in KMC on ex-cadre post. The said officer of BS-19 is all set to be promoted in BS-20 by the city mayor shortly.

In the tenure of former city mayor M Kamal; Mr Najeed Ahmed, who was working as engineer at Karachi Water and Sewerage Board (KWSB) got himself absorbed in ex-cadre post in the Municipal Services of KMC as Deputy Director Solid Waste. Then, he got his out-of-turn promotion and was made Director Solid Waste.

In 2013-14, Najeeb Ahmed was given additional charge of Superintending Engineer (Civil) with District Municipal Corporation (DMC) East.

The sources further disclosed that there are many officials who are still holding lucrative posts in violation of the apex court’s orders.

Syed Muhammad Shakaib is among them who has remained Project Director MPA Priority Programme from 2007 to 2012. He has also held the charge of Chief Engineer Contract Management on OPS basis and finally he got another promotion in BS 19 and was made Chief Engineer.

Interestingly, Nayab Saeed, who was an employee of BS-11 at SUG Branch got himself absorbed in BS-17 in DMC East. He got his promotion to BS 18 and posted as Accounts Officer East and again he was promoted to BS-19 and made Director Accounts. There are many other officials who are also enjoying lucrative posts in DMC South.
