ISLAMABAD: The Capital Development Authority (CDA) has devised a system to hear the complaints of its low paid employees.

The Member (Admn) Yasir Shah issued a circular on Tuesday in which it was asked of the staff working in BPS-1 to BPS-16 that they may inform him about any injustice done to them in the past or if they see any violation of merit or nepotism in the department. The Member (Admn) has allocated three days in a week for listening to the complaints of the employees.

The sources said that in the Capital Development Authority, hundreds of less educated employees have got promotion and reached to key posts by surpassing the graduate or post graduate staff, by virtue of nepotism and violation of the merit policy.

Moreover some 300 employees of the Capital Development Authority have become successful in getting upgradation in connivance with the high-ups, whereas some 350 employees have bogus degrees, against which investigation was started but later on, the probe instead of being completed was put in the cold storage due to pressure from certain quarters.

The sources said that the fake degrees holder were sitting on the top slots in the Capital Development Authority. Furthermore many complaints were received that several employees also got houses in violation of the merit list and seniority. The staff who had 10 years’ service was bypassed and the residential accommodation was allotted to the employees having only one year service to their credit.

The sources told this scribe that some 3500 employees were recruited in the Capital Development Authority during the tenure of the PPP from 2008 to 2013 and out of those about 72 succeeded in getting quarters for their residence. In that time some officers were also appointed on important posts without any experience whereas dozen of matriculate people were recruited in BPS 10 to BPS-16.

When Daily Times contacted Yasir Shah Member (Admn), he said that he had issued a circular for resolving the basic issues relating to the staff . All the employees can come and tell his problems on the prescribed days.

He said that an investigation was under way on the bogus degrees and immediate action would be taken and no spurious effort or corruption would be tolerated in this connection.
