KARACHI: It seems like Sindh authorities are ready to comply with the orders of the Supreme Court of Pakistan only on cases that have no powerful political backing, whilst those that enjoy the strong support of politicians and bureaucrats are enjoying illegal absorptions and hold lucrative posts.
The Supreme Court of Pakistan has clearly instructed the Sindh Chief Secretary (CS) Rizwan Memon to cancel the absorption of all officials in Ex-PCS cadre and send them to their parent departments.
However, Daily Times has learnt that the Chief Secretary cancelled absorption of only a few; those who had weaker or no backing from the political or bureaucratic circle.
The CS has issued a notification No:SOV(SGA&CD)9-1/2017 read as “In pursuance of the judgements dated 12.6.2013 and 5.1.2015 passed by the Honourable Supreme Court of Pakistan in Criminal Petition No 89/2011 and Civil Review Petition No 193/2013 and order dated 22.2.2017 passed in CMA No 1171-K of 2016, the appointment of Muhammad Khan Rind, the then-Assistant Secretary BS-16 Provincial Assembly Secretariat Sindh as Assistant Commissioner BS-17 in Ex-PCS Cadre, under the West Pakistan Civil Service (Executive Branch) Rules, 1964 is hereby cancelled/withdrawn ab-initio and he stands repatriated and relieved to report as Assistant Secretary BS 16 in his parent department/office i.e. Provincial Assembly Secretariat, Sindh. On joining his parent department, he shall be entitled to seniority and promotion with his batch mates, as if he was never transferred or absorbed.”
Interestingly, the powerful officers nominated or absorbed under Rule 5 in Ex-PCS cadre of Sindh province since 1988 are still enjoying their perks and privileges
These officials include, Atta Mohammad Panhwar in the Malir Development Authority MDA (absorbed on 23.1.2012), Aftab Ahmed Khatri (PA to Minister Local Government and absorbed on 5.4.1988), Naubat Khan Zardari (appointed on an adhoc basis on 9.8.1990), Hadi Bux Zardari (appointed on an adhoc basis on 3.4.1990), Matanat Ali Khan (appointed on an adhoc basis on 22.1.1992), Abdul Rahim Shaikh (Assistant Structural Inspector absorbed on 10.12.1992), Saeed Ahmed Awan (PS to Chief Minister absorbed on 20.7.1992), Ghulam Hussain Memon (PRO to Minister Livestock and absorbed on 16.3.1993. He is presently Secretary Livestock), Samiuddin Siddiqui (PRO to Minister Education and absorbed on 16.3.1993), Faisal Ahmed Uqaily (PS to Chief Minister absorbed on 14.11.1995), Rehan Iqbal Baloch (PS to Chief Minister absorbed on 14.11.1995), S Mehdi Ali Shah (PS to Chief Minister absorbed on 14.11.1995), Mustafa Jamal Qazi (Section Officer and absorbed on 22.10.1996), Kazi Jan Mohammad (PRO to Chief Minister absorbed 20.10.1996) and others.
