ISLAMABAD: The planning wing of the CDA is again working on an idea of a fully empowered building control authority and has prepared an organogram in this regard.
With the rapid growth in the city, the Capital Development Authority (CDA) has failed to implement its building bylaw across the city in an effective manner as only the sectoral area is being monitored and regularised by the Building Control Section of the CDA.
Currently, the private housing societies in Zone-II, Zone-IV and Zone-V are out of the control of BCS while the unplanned and unchecked development in these areas is a major challenge for the CDA.
Though, the authority has appointed a separate director building control-II to enforce building bylaws in the aforementioned areas, but nothing has materialised so far due to multiple reasons including lack of staff members and logistic support.
Earlier, the Capital Administration and Development Division (CADD) had also asked the CDA to initiate a summary for the establishment of a fully autonomous building control authority.
At that time, it was partially endorsed by the CDA’s management by proposing a building control authority under a Director General to avoid institutional friction.
Now, once again the planning wing has initiated paper work to establish a full-fledged building control authority but under the administrative control of the CDA board.
It was proposed that to enforce building bylaws across the city effectively and efficiently, there should be a fully empowered building control authority under the supervision of a Director General with four directors including director building control-I, director building control-II, director anti-encroachment and director administration.
The organogram prepared by the Building Control Section stated that the new authority will have 10 deputy directors while the authority will have its own enforcement and public relations department. There will be 19 assistant directors, 48 inspectors, 96 sup inspectors and other official staff members.
When contacted the Member Planning and Design of the CDA briefed Daily Times: “It is the need of the hour that a fully empowered building control authority should be evolved for effective implementation of building bylaws across the city however it is too early to say something as the idea is in the phase of conceptualisation.”
“One thing is quite clear that ultimately a fully empowered building control authority will be formed for the planned developments in the city and we are following the idea”, he added.
Meanwhile, in order to ensure transparent allotment of official residences, the Capital Development Authority (CDA) has established a house allotment committee.
According to media reports, the respective committee will comprise Chairman, three members and one secretary.
CDA DG Administration will be the Chairman of the committee, director enforcement, director Maintenance and Director Security will be the members and Director Administration will be the secretary of the committee.
A circular has been issued in this regard under the directives of member administration CDA Muhammad Yasir Peerzada. The employees have been directed to fill up the respective form and file it in the office of director administration.
