ISLAMABAD: The Sindh Health Department informed the Supreme Court on Saturday appointments of 88 employees out of 273 were found bogus or suspicious.
The court was also told that the action had been taken against the 88 appointees.
Sindh Health Secretary Dr Fazlullah submitted a reply before the court on a suo motu action regarding 273 illegal appointments, promotions and adjustments without any structure in the provincial health department.
A three-member bench headed by Justice Amir Hani Muslim and comprising of Justice Qazi Faez Isa and Justice Sardar Tariq Masood will take up the case for hearing on March 27.
Taking action against all, the report stated, 10 out of 88 employees and appointees had been terminated by DG Health Services Sindh Hyderabad. 36 employees out of 88, who had not appeared before the inquiry committee, were presumed to be ghost employees/absentees; it stated, adding that their salaries had been stopped.
Out of the 36 employees 22 replied against show cause notice while four out of the 22 had found cleared.
The replies of 18 to the notices were found unsatisfactory therefore they were issued final notices, the report added. However, the 18 employees had requested for personal hearing which was fixed for hearing on 27 March.
Likewise, the report added that only one employee’s reply was found satisfactory while four employees were terminated due to unsatisfactory reply while one employee had resigned.
Similarly, DG Health Hyderabad issued show cause notices to 33 employees after the discrepancies in their service records and selection process were found.
It further stated that five employees, who were living beyond their means, belong to DHO Office Ghotki and DHQ Mirpur on the ranks of accounts admin, statistical officer, assistant, senior clerk and junior clerk.
“Chairman Enquiry and Anti-corruption establishment Karachi has also been requested to expedite the pending enquiry relating to the misappropriations of funds at Taluka Hospital of District Ghotki specially Shiekh Hamdan Bin Muhammad Hospital (Taluka Hospital Khanpur Mahar) against Dr. Sikandar Ali Shah, Ex EDO (health) Ghotki, Dr Zulfiqar Ali Sheikh, Ex EDO Health, Dr. Pooran Lal and Chaudher brothers,” the reply stated.
The report added that Secretary Works and Services Department Government of Sindh had been requested to get the repair and rehabilitation of Civil Hospital Jacobabad, Rural Health Center Qadir Pur and RHC Mirpur Buriro on emergent basis from respective Executive Engineers.
It contended that the health department posted some doctors and specialists at various health facilities of district Jacobabad and would further posts newly appointed doctors and specialist on vacant positions soon so that health facilities functions properly.
“Service of Dr, Deedar Hussain Jamali has already been placed under suspension. He has also been issued show cause notice by Chief Minister Sindh. Moreover his out of turn promotion has also been withdrawn,” the reply added.
