3 KWSB officials still work in BPS-19 despite SC orders

KARACHI: Three officials of Karachi Water Sewerage Board (KWSB) are still working in the Basic Pay Scale (BPS) grade-19 cadre despite the orders of Supreme Court of Pakistan, issued in out of turn promotions case, to revert them in grade 17 and 14 respectively.

However, when asked about the implementation of apex court’s orders the Deputy Managing Direction Human and Resource Department of KWSB, Manzoor Qadir, said that the officials had obtained a stay order from Sindh High Court and they were allowed to continue working in grade 19 , by the former Managing Director KWSB, Misbahuddin Fareed,

The officials working in violation of apex court’s orders include Imran Iqbal Zaidi, Director Account Finance, Muhammad Saqib, Director Finance, Shoaib Tughlaq Khan, and Director Land Estate. The said officers are also facing National Accountability Bureau (NAB) cases of abusing official powers and financial corruption, officials of KWSB informed.

Zaidi is also under investigation by Federal Investigation Agency (FIA) and Anti Corruption Establishment (ACE) Sindh for alleged financial embezzlement and official bank account fraud.

Tughlaq is also facing ACE on account of illegal appointments, promotions and withdrawing salaries of ghost employees in the department. He is also facing cases of land scams along with Misbahud-din Fareed initiated by NAB.

On SCP’s directives 174 officers/officials working in different cadres were reverted who were appointed in violation of rule and regulations but former MD KWSB had removed the names of these 3 officials from the revert list.

Despite findings of an inquiry conducted by DPC-1 which said that Zaidi, Accounts Officer, was not qualified for the job of grade 19, he was not reverted to grade 14 by MD KWSB.

Besides, “Zaidi has also withdrawn around Rs 130 million from KWSB bank accounts”, KWSB officials claimed.
