Redundant devolution

Sir: Musharraf’s desire to get re-elected as president for another five years renders most of his achievements useless. A case in point is his ambitious plan for devolution throughout the country. Devolution of power at the local level is redundant when the top brass does not want to give up its authoritarian position. Who cares if local governments have more autonomy now, when absolute power of decision-making lies in the hands of just a few?

Musharraf’s devolution reforms would have made sense if he had ensured that the reformed local governments function effectively and then bowed out of his position as head of the state to allow a democratically elected system to govern Pakistan.
