Sir: This is with reference to the recent news item regarding Punjab Healthcare Commission’s (PHC) actions taken against doctors responsible for medical negligence resulting in the loss of precious lives in different hospitals of Punjab. The commission recommended criminal proceedings against the public sector doctors besides referring their cases to the Health Department and Punjab Medical and Dental Council for appropriate action. The PHC Act, 2010 was passed to improve the quality of healthcare services, to ban quackery in all its forms and manifestations and to regulate the health care establishments (HCE) in the province. Unfortunately, many qualified MBBS doctors have allowed their assistants/dispensers to run clinics in their absence. In some places the quacks and the doctors are working in connivance to mint money. In the absence of doctors the quacks take over, while otherwise the profit of the clinic is shared by the two. It is unfortunate that the clinics of the qualified doctors have become nurseries of quacks. The biggest challenge confronting the PHC is to register every HCE so that the quacks are thrown out of the system and the doctors helping these quacks are expelled from the medical fraternity. The job started by PHC to curb quackery and take action against them is highly commendable.
