Sir: The quality of law and order is inextricably linked with the rehabilitation of jail inmates. A criminal is not a born criminal; it is society’s foibles that make him so. Today persons commit crimes mostly owing to poverty and inflation.
There is an urgent need for equipping prisoners with occupational skills so that they may live a decent and honourable life after the expiry of their jail terms.
I have come to the conclusion that an elaborate reform and rehabilitation programme for these condemned persons should be undertaken to prevent the crowding of jails.
