Is compensation a solution?

Sir: Prime Minister (PM) Nawaz Sharif has announced compensation for flood victims. Again, millions of rupees will be spent to compensate for a natural calamity that has been consecutively haunting us for years now. I do not understand why we spend millions every time to compensate the victims, but do not eradicate the root cause of their displacement. No one can deny the importance of this monetary recompense, but is it a permanent solution to this kind of problem?
