KARACHI: In what seems to be a tricky move, the Sindh Technical Education and Vocational Training Authority (STEVTA) has excluded a deputationist of the Karachi Port Trust (KPT) from the list of officials who were to be repatriated to their parent departments, Daily Times has learnt. The STEVTA, through a Notification No STEVTA/Admn(S-II)/PF/065, repatriated more than 15 officials who were working on cadre posts following the orders of the apex court. “In compliance to Supreme Court of Pakistan in Criminal Original Petition No 89/11, Civil Review Petition No 193/2013 and Service Appeal No 757/2015, following officers are hereby transferred and directed to report at Sindh TEVTA Headquarters with immediate effect and until further orders,” according to an official letter exclusively available with Daily Times. Interestingly, the management of the STEVTA excluded the name of a deputationist from the list of officials sent back to their original cadre posts, insiders said. Ghulam Sarwar Joyo is enjoying lucrative post of Works and Services director in the STEVTA since his joining on deputation from the Karachi Port Trust. The fourth meeting of the STEVTA Board held on August 8, 2009 under the STEVTA Chairman Air Marshal (r) Riazuddin Shaikh, attended by the then Labour secretary Alam Din Bullo and the then director Labour Karim Bux Siddiqui, decided to write to KP chairman through chief secretary for transfer of services of Ghulam Sarwar Joyo and Badar Hussain Shahani to the STEVTA. According to sources, Badar Hussain Shahani was repatriated to KPT after the apex court’s order few years back, however, the STEVTA management ran an advertisement for the post already occupied by Ghulam Sarwar Joyo and re-appointed him in a dramatic style. No post can be advertised until it is vacated/vacant, however, it was confusing to answer that how could a deputationist be appointed on such senior post despite the fact that he is already enjoying heavy salary packages from the KPT. Daily Times repeatedly tried to seek official version of STEVTA Works and Services Director Ghulam Sarwar Joyo. However, he never attended the call. Then, again this scribe dropped a text message on January 22, 2016 but of no avail. STEVTA Managing Director S M Kaleem Makki told Daily Times that Ghulam Sarwar Joyo was re-appointed in STEVTA few years ago. When asked about whether Sarwar Joyo claimed early retirement from KPT or still drawing salary, the MD showed ignorance on the issue.
