Infrastructural loopholes are present in each city. Whether we talk about New York, London, Paris, or Sydney, ambiguities emerge and mishaps do happen when natural calamities hit. However, throughout the year the municipal workers and concerned authorities in the western nations continue to develop, maintain. and enhance the infrastructure in its original shape. Perhaps this is why their highways, roads, streets, lanes, and alleys remain in good condition. The same is the case with the system they use to dump the garbage. The residents put their garbage in black bags that are taken away by municipal workers daily. Furthermore, if we talk about the traffic then it keeps moving no matter if it is rush hour or not. There are certain rules that they follow that make their lifestyle organized. The problem of maintaining and developing infrastructure especially in Pakistan arises because of certain factors. Most of the areas and buildings in Pakistan were constructed and inhabited by the British during the British Raj. Many of the barracks in MalirCantt, Karachi, and the buildings in the city’s Saddar and Clifton area were constructed by the British in the pre-partition era. Indeed, this infrastructure still stands because of the quality work that was done. However, it is not fulfilling the needs of the current times. Take for instance the Kotri bridge situated between Kotri and Hyderabad in Pakistan. It was built in 1900 and is still operational. The bridge has a narrow lane where vehicles can only pass if they are moving one after the other as overtaking or moving side-by-side is an impossibility. The difference we see in the social consciousness of the West and South Asia, particularly in Pakistan, is that of preventive and precautionary measures that are undertaken. This ensures a successful life as all matters of concern are planned and completed on time It is interesting to see how Pakistan’s infrastructural developments in its metropolitan cities have not increased exponentially as it was generally predicted by the public. While development work has been done in Lahore, it is unfortunate to see Karachi reeling away in time with no direction. The city presents no less than a dystopian look especially during and after the monsoon season. Indeed, the western countries and their cities also cannot function when intense and continuous rainfall occurs but they do have an infrastructure that lets them function during a moderate rainfall. The problem in Pakistan is not about the rainfall. It is a natural process as one cannot predict exactly how much rainfall or for how long will it occur. The problem is of undertaking necessary preventive management strategies. The difference we see in the social consciousness of the West and South Asia, particularly in Pakistan, is that of preventive and precautionary measures that are undertaken. This ensures a successful life as all matters of concern are planned and completed on time. A case in point is the Surjani Town area in Karachi. The area was completely inundated during the August 2020 heavy rainfalls. The army had to evacuate the residents after an emergency rescue. Perhaps the town and city planning departments and related concerned authorities need to think at least fifty years into the future when making plans. They must consider factors including a rapidly growing population, an increase in vehicles, and rapid changes in climate and environment. Perhaps the builders of Surjani Town did not foresee the impact rain will have on this low-lying area. Moreover, the housing society of Model Colony near Karachi airport was an area where the resources (roads, lanes, sewerage system) were able to meet the requirements of the residents. Today, a rise in population, cars, and motorcycles owned in each household has made this area congested. Mega construction projects including a shopping mall along with another project of a high-rise apartment will eventually make the area too congested for the rising population and the evolving businesses of this area. The ratio of resources available to the population must be balanced and should be continuously checked. While this is a constant and a time-consuming process, however, data analytics must be used to predict the future. The planners of the town and the city must be qualified professionals who can envision how to build homes, lanes, and housing societies that can adapt to the rising population and climate change.
