Islamabad is now cleared of the protestors that stayed there for two weeks, led by the JUI-F. The underreported fact is that during these two weeks, no untoward incident took place either at the sit-in site or in the city, which is a result of effective policing. Over 5,000 policemen were called in from Punjab, 2,000 from KP and 600 from Railways. In addition, FC personnel were also called in.Reportedly, there remained about 19,000 police and law enforcement officials in the federal capital for over two weeks to maintain order. In the past protests of 2014 and 2017, it was witnessed that the police themselves were unable to control their ranks and as a result the entire city was a mess. Movement on roads was hampered and offices and education institutions had extended holidays.This time, schools children kept asking their teachers and parents about vacations but there were none. It surely has left a healthy mark on their psychology and has served to enhance the level of certainty in their thinking. This has a lot to do with the strategy that Aamir Zulfiqar adopted to maintain the crowd. He has a track record of minimum use of force in such situations and it works most of the time. Law and order problem arises usually when the protestors are provoked into violence. In most cases, law enforcers provoke them or get provoked by them due to misunderstandings or interventions by politicians or other quarters.First, Zulfiqar is not the kind of guy who lets anyone intervene in his domain. Second, he is very mindful of cultural and linguistic sensitivities, having been in command of diverse groups. He applied his wisdom and put those officials at the sit-in who understand the lifestyle of protestors. He kept for them the carrot but knew when he had to use the stick. Though he was responsive to security needs of the protesters while they stayed at the promised place, he was very strict when they tried to go to block the motorway, which would have been a disaster. Police bosses in provinces should learn from his leadership skills and make sure that cities are not blocked and roads are flowing when big protests are held. When we criticise the wrongs that police commits, we should learn to acknowledge when they do something right. *
