NAB hounding officials of CDA who carried out a probe into Safa Gold Mall scam

ISLAMABAD: The National Accountability Bureau( NAB ) officials have been hounding, harassing and humiliating those senior officials of the Capital Development Authority( CDA) who had carried out an inquiry into the Safa Gold Mall multi- billion corruption scam and had found the senior hierarchy of their own department guilty of corruption and malpractice.

It has been revealed in the documents available with Daily Times that investigation officer Muhammad Ihsan Sargana and some other IOs have been tasked to conduct an inquiry against CDA officials who allegedly did not take timely action against the owner of Safa Gold Mall who has erected extra storeys violating the CDA building bye laws.

Despite taking criminal action against the corrupt mafia of the CDA, the NAB investigation officer Ihsan Sargana , who was very close to the former deputy chairman NAB Saeed Sargana, has been summoning and calling incumbent director building control section, Shafi Marvat, at his office for recording his statement that will ultimately favour the corrupt mafia.

The documents available with this scribe show that more than a dozen times, Ihsan Sargana had summoned Shafi Marvat at his office and now he has involved and approached the Islamabad Police for harassing him and taking fluid version.

The grave offence Mr Shafi Marvat is that he had conducted and completed an inquiry into the Safa Gold Mall multi-billion corruption scam and submitted the report to the NAB, holding CDA officials concerned responsible for the multi-billion corruption committed during the allotment of Safa Gold Mall plot causing huge financial loss to the public exchequer.

According to a CDA inquiry report comprising 75 pages available it is stated that three CDA senior officials Malik Murtaza, Ammar Majeed and Sarwar Sindho and then CDA board were directly involved in this scam and the report has also called upon NAB to take criminal proceedings against the responsible persons and recovered the plundered money.

NAB investigation officer Ihsan Qadir Sargana with other senior officers are probing this scam and despite taking against the identified corrupt officials they are now hounding , harassing and threatening director Shafi Marvat who along with other officers including Shahid Sohail and Faisal Nadeem had jotted down this report and identified the corrupt mafia in the CDA who are bent upon playing havoc with the kitty.

Director Shafi Marvat has replied to the police and NAB summons and stated that he was a deputy director when this grave offence was committed the NAB officials told him that if he had any other information then he had to approach the competent authority.

He said in his response to the NAB notice that the inquiry report along with other evidences had already been submitted to the NAB and corrupt mafia had also been identified and why were the NAB officials calling them again and again at his office without using proper procedure and norms prevailing in the government.

The documents show that Shafi Marwat appeared in person before Ihsan Qadir on 5th September 2016 whereby a questionnaire was handed over and accordingly the same had been replied and forwarded with an inquiry report vide letter no CDA BC 6 (56)736 and after that NAB issued consecutively further seven letters excluding a police summons.

A well reliable source confided to Daily Times that Ihsan Qadir Sarganawas inducted in NAB as junior investigation officer when Saeed Sargana was deputy chairman NAB and later on he was promoted to IO and posted in NAB Rawalpindi directorate due to his closeness with then deputy chairman and he was part of a investigation team inquiring multi-billion corruption scams.

A complaint against him has already been submitted to the chairman NAB for inquiry as he allegedly accumulated huge assets which goes beyond his tangible sources of income since joining NAB. According to written complaints waiting the nod of the NAB Chairman it was revealed that Mr Ihsan Sargana hailed from Jhang and his father Ulamdar Hussain Sargana was Patwari a simple revenue worker but his living standard in the capital had raised suspicions about his integrity and honesty that must be now probed.

Mr Bilal Ahmed, NAB Rawalpindi media person ,said that Ihsan Qadir had been conducting an inquiry into the multi-billion Safa Gold Mall corruption scam and it is routine practice to summon any official for assistance. He said corruption complaints against Mr Sargana had not yet arrived with the DG NAB Rawalpindi for inquiry. The incumbent chairman NAB Chaudhry Qamar Zaman has already terminated dozens NAB officials including DGs and has issued showed cause notices to various officials on corruption charges and has vowed to purged corruption plagued state institution from the corruption mafia by establishing a vigilance cell in NAB.

The NAB Rawalpindi directorate, one of the most corruption plagued directorates, has been tasked big 90 corruption scandals involving more than 100 billion rupees or inquiry including reference against PM Nawaz Sharif which is pending for the last 17 years and the performance of this directorate is very dismal, resulting in its Director General Zahir Shah was removed from the post recently.
