ISLAMABAD: Key positions are laying vacant in the Higher Education Commission (HEC), on the other hand a key slot of Director General (DG) Chairman Secretariat remained non-functional from months, Daily Times learnt reliably. The HEC’s DG Chairman Secretariat Farman UllahAnjum wrote a letter to Executive Director (ED) DrArshad Ali, copy of which obtained by this correspondent, in the letter he sent through email, Anjum said that despite passage of around 10 months since his joining of the post, the job descriptions could not be defined yet for. “As you have been informed that the position does not exist in the HEC organogram and there is no job description of the post. A file has also been initiated immediate after my posting for the staff and job descriptions but still ‘awaited'(still in vain). A solid proof of the apathy is that not ‘a single file’ has been moved through me”, reads the letter. While talking to Daily TimesDrAli said the job descriptions in this regards are not fixed instead that are changed over the time and with need of hours. He added that DG Chairman Secretariat is the post functioned as per special assignments made by chairperson HEC. When asked the cause of complain submitted by incumbent DG chairman secretariat, DrAli claimed, “I have informed him (Anjum) regarding this through an email”. DrAli, however, did not forwarded to this scribe the email reply that he filed back to Anjum despite email request sent to him (DrAli) as per his statement. Anjum, when contacted, confirmed the submission of complain with ED. He said that this is because of discriminations prevailed in the HEC, adding that only a specific group/lobby of employees is nepotism while those who were not part of that group, have ever been ignored by and large. Anjum has been posted as DG chairman secretariat in April 2016. He also have served DG Planning and Development (P&F), DG services, DG Academics, DG Human Resource Management (HRM), DG Accreditation and Attestation (A&A), DG Sports, DG Learning and Innovation (L&I) in the HEC. On the other hand, many key slots in the HEC are either lying vacant from last several months, have been filled on deputation bases or the authorities assigned additional charge to some officials. The post of ED has been filled through deputized official as Dr.Arshad Ali is serving against this post on deputation. ED is very important position and as per rules, he is the accounting officer of the commission, who looks after the secretariat. Beside ED, another key official Member Operation (MO) Raza Bhatti also works in the commission on deputation charge. Likewise the Member Academics’s slot is also remained vacant and Additional Advisor (AA) Muhammad Lateef has been assigned additional charge for the post. With the charge of MO, Bhatti also holds Advisor Human Resource Department’s post. Another couple of advisors including Advisor Quality Assurance (AQA) and Advisor finance are serving in the HEC on deputation. Moreover, DG Quality Assurance Agency (QAA) Mohammad Rafiq Baloch also a deputationist employee in the monitoring body of higher education sector. While MD QAA is the post that is replaced with DG but not has been abolished and it remained vacant from said happening. HEC’s chairperson Dr.Mukhtar Ahmed admitted the facts. He said that these are very important and responsible posts and the inefficient persons could not run them smoothly. “Due to which we filled them on deputation and additional/current charge, Dr.Ahmed said adding that we are also looking for persons of good caliber so that the commission could be functioned efficiently”. He further added that the commission advertised the post thrice but thus for it did not find any well qualified candidate for this purpose.
