ISLAMABAD: The Supreme Court Practice and Procedure Committee has officially issued new regulations for 2025, aiming to bring more clarity and flexibility to judicial operations. The updated rules were approved on May 29 under the leadership of Chief Justice Yahya Afridi.
According to the official notification, the regulations are now effective under the Supreme Court (Practice and Procedure) Act, 2023. The committee comprises Chief Justice Afridi, Justice Mansoor Ali Shah, and Justice Aminuddin, ensuring high-level oversight in court procedures.
Committee meetings may be held either in person or virtually, depending on the Chief Justice’s discretion. A minimum of two members must be present to conduct a valid meeting, providing flexibility while maintaining accountability.
Under the new rules, benches will be formed regularly—either monthly or bi-weekly. Once constituted, no bench may be altered unless explicitly allowed. Changes in committee membership will not affect previously formed benches.
In cases where the Chief Justice is unavailable—such as being abroad—a special committee may be created to handle urgent matters. This committee can adjust bench compositions in emergencies like illness or judge recusals, but all decisions must be recorded and reviewed later.
The Registrar will maintain a complete record of all committee meetings, decisions, and changes. The committee also retains the power to amend the rules when necessary, and the current regulations will override all previous ones as long as they remain active.
