KARACHI: Despite investigations being conducted by Federal Investigating Agency, Anti-Corruption Department and National Accountability Bureau since July 2015 to June 2017, no any action has been taken against Sindh Building Control Authority on more than 60,000 illegal constructions of apartments, commercial sites and portions on residential houses in 21 zones of Karachi including 576 registered and unregistered katchi abadis. Sindh government in an outright declaration has admitted that after the creation of SBCA, illegal constructions in all spheres of level has been unabated since 2010 to date. On August 11, 1996, on direction of the then Chief Minister Abdullah Shah, 260 illegal cemented structures had been sealed and 29 KBCA employees had been sacked. Around 15 had been dismissed from the services while services of remaining officials had been restored later. There has been a complete ban on construction of buildings beyond ground plus two floors ordered by Supreme Court of Pakistan since March 16th , 2017, but on the behest of Authority and alleged involvement of non-governmental organisations, human rights bodies and political forces, prohibited construction has continued. On the contrary, not to provide such constructions with civic utilities, Karachi Water and Sewerage Board, K-Electric, Sui Southern Gas Company, etc are still busy in minting money by violating orders of apex court. The concerned Sindh government departments have been failed in taking legal action against the involved officials of Building Control Authority. However, for the sake of face saving, SBCA has initiated a demolition drive, directing subordinate departments to take action against builders and construction companies including private groups, but no any tangible results have been achived. Even the Authority has failed to punish any of the involved officials of the department. Agha Maqsood Abbas, Director General SBCA has informed that , “Builders and private parties adopt prescribed building procedure to get building plans passed in name of building house or one plus two flat schemes”. But the ground realities are different the builders keep on doing violations with impunity in collaboration with the officials of SBCA, which have set different rates for required violations , informed Mohammad Imran a builder who keeps his work with in limits.
