Sir: Pakistanis, when abroad, follow the rules and regulations of that country ‘religiously’. Fearing detention or fine, we do not think of breaking any rule, let alone a law. Regrettably, in Pakistan, we act in reverse. In fact, we do not miss any chance to break rules. The reason behind this ‘take for granted attitude’ on the part of citizens is the non-serious behaviour of the law enforcement agencies. People get away with any crime easily, provided they are well connected or in a position to bribe the law enforcers. Secondly, when the leadership at the top is corrupt, the tendency to loot and plunder trickles down. The crux of the matter is that laws should be implemented and enforced through strict actions.
