Five ‘domiciles’ in four provinces

Sir: There is one domicile for Punjab, one for Balochistan, one for Khyber Pakhtunkhawa but two for Sindh (Sindh-Rural and Sindh-Urban). This constitutional divide is enough to split people on ethnic and linguistic lines, and of course, to create confusion.
