Sir: Though the constitution does not allow any discriminatory preferential treatment in matters of financial allocations and socioeconomic development, some areas are receiving special development packages of Rs 50 billion each at the cost of other parts of Sindh. Giving huge development packages to areas already quite developed is unjust and unconstitutional. Sanghar is a historical district, besides being the largest cotton producing district of Pakistan. The district is very rich in natural resources (oil and gas) and has a very beautiful landscape, natural fresh water lakes, huge salt mines and a rich culture. Unfortunately, the district is very backward. Unemployment is at its peak and the law and order situation is deteriorating at a high pace. Daylight robberies, and now kidnappings, are also on the rise. The infrastructure stands completely damaged. The district headquarter town has no public park, no library and no public toilet. The drainage system has collapsed. The district has no medical or engineering college as well as no campus of any university. The DHQ hospital has a severe shortage of doctors, particularly female doctors and specialists. The prime minister and the Sindh chief minister are very humbly urged to announce development packages for District Sanghar on an urgent basis. Dr Roshni Huzoor Buksh Sanghar
