KARACHI: Sindh Governor Muhammad Zubair has sent ‘Thalassemia Act 2013’ to Sindh Government for review regarding further proposed of penalties clauses, Daily Times learnt Saturday. Sindh Prevention and Control of Thalassemia Act, 2013 was passed by the Provincial Assembly of Sindh and notified by Governor of Sindh in May 2013. Since the Act had been prepared in 2012, the authorities concerned never bothered to review or refine the tax and pros and cons of the clauses discussed in the Act. The amendment proposals were presented before him by former Senator Abdul Haseeb Khan during a meeting recently. Abdul Haseeb Khan remained an instrumental in preparing proposed draft and taking initiative to get the Act has previously been passed by Sindh Assembly in 2012. Saleh Ahmed Farooqui, a spokesman of Governor House Sindh while talking to Daily Times confirmed that Act has been forwarded to Sindh Government for its reexamination. “Obviously if law is going to be amended, it has to go through all required necessities and formalities,” he added. While talking to Daily Times, former lawmaker Haseeb Khan said that two very important clauses addressing to ‘Penalty for Contravention to Control Thalassemia Carriers’ were deleted from the originally proposed draft dated 28’h April 2012. The original draft had clauses including Nikkah Khawan contravening the provision of Act shall be punishable with revoking of his license or a fine upto Rs 50,000 or both, or imprisonment up to one month. Also marrying couple fail to present Thalassemia status certificate or falsify’ their status shall be punishable with a fine upto Rs 50.000. “Through proposals, I have also suggested to add one more clause to ensure the implementation of law so that it is not deliberately ignored or bypassed”. Registration of Nikkah should only be allowed upon production of Nikkah Nama with valid thalassemia status certificate. This addition will be a driving force for implementation of Thalassemia Act, he added.
