KARACHI: In violation of the up-gradation orders passed by the Supreme Court (SC), the Sindh Katchi Abadis Authority (SKAA) has promoted several officials to next grades. These promotions have been revealed in an official SKAA notification duly signed by Shaheryar Khan Afridi, the director of HR department. The SC in its order passed on January 13, 2016, directed the chief secretary Sindh that all up-gradations of officials in the provincial departments are illegal and they should be reverted to their previous grades. In light of the SC order, Service, General Administration and Coordination Department, Government of Sindh vide SO-III(SGA&CD)PCL-7/2015, February 12, 2016, cancelled and withdrew all notifications from the date of up-gradation and placed such officials to their actual grades. However, violating the SC’s order, the SKAA has promoted Abdul Ghani Jokio to Grade-19 from Grade-16 and deputed him at Karachi Field Office as a Regional Director while Javed Ahmad Khan has been elevated to Grade-19 from Grade-17 and has been appointed as Director Finance and Accounts at the SKAA headquarters. It is worth mentioning here SGA&CD vide/13/2016(Admin)/178, March 9, 2016 in light of SCP order in criminal original petition 89/2011 and civil review petition 193/2013 had cancelled and withdrawn such illegally promoted officials in the Sindh government. The SKAA also promoted its demoted officials to next single-double grades, which included Imdad Ali Lashari, Deputy Director (Coord), BPS-18 from BPS-16, Muhammad Aslam, Deputy Director (A&A), BPS-18 from BPS-16, Amanullah Shaikh, Deputy Director, BPS-18 from BPS-16, Faisal Memon, Accounts Officer, BPS-17 from BPS-16 and Altaf Ahmed, (retired) Private Secretary, BPS-17 from BPS-16. Posting orders for these officials have also been issued. Through an order on October 5, 2016 duly singed by Dr Nawaz Shaikh, Secretary SKAA, double promotions in Grade-18 were awarded to Abdul Ghani Jokhio, Javed Ahmed Khan, Allah Bachayo Gabol, Rustam Lashari, Muhib Ali Bajhani, Muzaffar Ali Shaikh, Muhammad Aslam, Amanullah Shaikh, Shabir Jalil and Raja Nadeem Soomro. They were also included on the seniority list. Posting orders have also been issued for Naeemullah Tunio, (BPS-19), Deputy Director General, SKAA, Muhammad Shaharyar Khan Afridi, (BPS-19), Director (HR&C) SKAA, Muzaffar Ali Shaikh (BPS-18), Deputy Director, Amanullah Shaikh (BPS-18), Deputy Director (A&A) Karachi field office, SKAA and Imdad Ali Lashari (BPS-18), Deputy Director (Coord). Currently, Ghulam Murtaza Baloch, the assistant to Sindh Chief Minister Murad Ali Shah is heading the SKAA in violation of the SHC orders, it is learnt. Murtaza has also relieved around 60 contractual employees of the department from their services. A list of 27 new appointments of contractual employees is on the cards while a list of around 80 employees has been finalised of new appointments in the department. The relieved employees demanded of the chief minister to restore their services.
