KARACHI: 2015-2016 fiscal years’ Audit Report released by the Auditor General of Pakistan (AGP) has detected financial irregularities of Rs 117.97bn which have taken place in Chief Minister’s Secretariat and 13 other departments of the Sindh Government. This Audit Report has been submitted in the office of President of Pakistan, Speaker National Assembly, Chairman, Senate of Pakistan and all provincial Governors, Public Accounts Committee (PAC) and other relevant departments of Sindh Government, said an official of AGP office. A letter has also been sent to Major (retd) Chaudhry Qamar Zaman, Chairman National Accountability Bureau (NAB) to investigate the major corruption and irregularities detect by the report. The Audit Report has disclosed numerous irregularities and violations in Sindh Government’s accounts. The details of financial corruption detected in different departments appears as, Rs 46.35bn in the Food Department, Rs 17.73bn in the Energy Department, Rs 12.32bn in Local Government, Rs 9.27bn in the Health Department, Rs 5.23bn in the Irrigation, Rs 5.07bn in the Department of Education and Literacy, Rs 4.93bn in the Forest and Wildlife, In agriculture Rs 4.37bn, Rs 3.19bn in the Finance Department, Rs 3.86bn in the Information and Archives, Rs 2.35bn in Home Department, Rs 2.34bn in Chief Minister’s Secretariat, Rs 507.48m in Tourism Culture and Antique Department and Rs 401.77m in the Board of Revenue. Audit was performed through understanding the business process and functions, control structure, prioritization of sick areas by determining their significance and identification of key controls. This had helped auditors in understanding the systems, procedures, environment, and the audited entity, before starting field audit activity. Auditors had used desk audit techniques to analyze the compiled data and review the permanent files/record. Desk Audit had greatly facilitated the identification of high risk areas for substantive testing in the field, the report reviled .
